Meeting Minutes – February 24, 2014 - 6:00 p.m.

Meeting called to order at 6:03 pm
Topics:
Review of CAN System mapping efforts for City emergency education/notification.
City is now broken down into four identified zones which can be activated
individually or as groups. Facilitates message programming and reduces time
needed for designated areas of information to be broadcasted.
No further update, at this time, regarding siren warning system.
Discussion raised regarding C-COM and CAN System stakeholder participation in
future meeting(s) in order to answer operational and policy questions. Invitations
to be extended by Chief McGlothlin.
Update and discussion took place regarding legislative outreach efforts pertaining

to railcar safety concerns in shipping of crude oil along local rail system.
Discussed receipt of letters of support received, in answer to council letter of
concern, from Senator Johnson and Representative Witt regarding this issue.
Item number 4, discussion and review of Columbia County Multi-Jurisdictional
Hazard Mitigation Plan, was tabled for future planning group meetings. This was
done at the suggestion of Vincent Aarts, Columbia County Emergency
Management Coordinator, due to accelerated progress of the planning group with
this effort.
Columbia City Emergency Operations Plan project kickoff update was conducted.
Members were provided with information regarding project status to date and
future goals for completion.
Planning group members were briefed on Nixle emergency notification system
presentation. Vendor was provided contact information for C-COM personnel due
to the high cost of the service prohibiting involvement by the City.
