City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, OCTOBER 2, 2014 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Cheryl A. Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Josh Fromm Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: None ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: 3.1 CRF&R Bond Measure: Chief Tappan of the Columbia River Fire & Rescue (CRF&R) spoke to the Mayor and Council about Measure 5-242, which asks voters to approve a 20-year, $15 million bonding authority to replace aging fire apparatus and equipment, effect improvements to facilities, add a fire engine to the Deer Island Station, and refinance the flex lease on the Lee Broadbent Training Center. Mark Kreutzer, Board President of CRF&R, spoke about current efforts to educate the public about the measure, discussed the current district needs that will be addressed by the bonding authority, and encouraged the Mayor and Council to endorse Ballot Measure 5-242 by adopting a Resolution of support for the measure. It was the consensus of the Council to adopt a resolution during the next meeting. Other citizen input: Carol Everman, Board Member of the Columbia River PUD Position No. 5, encouraged the Mayor and Council to support her during the upcoming November 4, 2014 election. 2 - Regular City Council Meeting October 2, 2014 AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the large rocks will be moved out of the way at the Veterans Park, and the Committee will determine the placement location of the six new flag poles and monuments. She said the bricks are all finished on the veteran walls, and brick orders are still coming in. 4.2 Water and Sewer Committee: None. 4.3 Street Committee: None. 4.4 Audit Committee: Secretary Harrison noted, with regret, that Lisa Bush is resigning from the Audit Committee. 4.5 Hazard Mitigation Planning Group: None. 4.6 Other Reports: Councilor Marson said the Transfer Station is working on its recovery goal. She said they are considering an increase in their recovery target. She said their target is currently 32%, but they are recovering 35%, and they may increase the recover target to as much as 40%. Councilor Marson reported that she recently attended a League of Oregon Cities (LOC) legislative update meeting with Councilor Harrison and Leahnette Rivers. She said they reviewed and discussed the LOC legislative priorities for the upcoming session, which involve the property tax inequities in Oregon, transportation funding issues, etc. Mayor Young said the City Council dinner meeting in Clatskanie was good. She said the meeting was held in the old school district meeting, which is being turned into rentable office space. She said an informative report was made about the recent issues associated with a protester that locked herself to a tripod that was set up across the railroad tracks outside of Port Westward. Mayor Young said the amount of Columbia County tax payer money spent on responding to the event was enormous. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of September 4, 2014. 5.2 Resignation from the Audit Committee as submitted by Lisa Bush. 5.3 Activities report from the City Administrator/Recorder. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT. AGENDA ITEM 6 UNFINISHED BUISNESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 14-740; Resolution 14-1132-R: A Resolution adopting City Council Meeting Rules for the City of Columbia City, Oregon. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-740. 7.2 Marijuana Sales Tax discussion: City Council discussion of whether or not to move forward with adopting a tax on marijuana sales. 3 - Regular City Council Meeting October 2, 2014 Council Members reviewed information and discussed this matter at length. It was the consensus of the Council to prepare an emergency ordinance for consideration during the next meeting. AGENDA ITEM 8 OTHER BUSINESS: Work parties: Councilor Marson announced that a work party will be held in Harvard Park th on October 9 from 9-10 a.m., and another work party will be held along the north end of th the bike path on October 26 from 10-11 a.m. Cougar sitings: Members discussed the recent cougar sightings in Columbia City. Storm drainage: Joe Turner of Columbia City said the rainy season is on its way, and it is time for everyone to clean along the curbs in front of their house and check the storm drains to make sure the leaves and debris are removed.
