The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JULY 26, 2016 - 5:00 P.M. 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Jack Hruska, Committee Member Leahnette Rivers, City Administrator/Recorder Veterans Park: The Committee reviewed and discussed the following list of items remaining to be completed during the Phase III construction work:
Split rail fencing: Dave Hamblin has a couple of Scouts that are ready to complete Eagle Scout projects. He will check with them to see which one would like to complete this project. After he confirms a willing participant and sets a project date, Leahnette will order the fencing materials.
Monument offering a tribute to the family members of all American veterans: The Committee will work on finalizing the wording for the bronze plaque so we can move forward with the order.
Monument honoring POW/MIAs: The Committee will work on wording for this monument. The plaque will include the POW/MIA insignia.
Park bench/drinking fountain/dog bowl/trash can: Leahnette has made contact with Gary Tanner. He's too busy this summer to work on this project, but he is still interested and is willing to work on them this fall/winter.
Landscaping: The plan is to extend the roses behind the new split rail fencing once it is installed. We cannot order the roses until next year for an early spring delivery.
Informational sign explaining special features on the main monument: Leahnette will work on some proposed wording for this sign.
Two rocks needed for monuments: Members discussed moving the rock next to the Community Hall to the Veterans Park to use as a base for one of the new monuments. The Community Club plaque on the rock is nearly impossible to read in its current condition and location. The plan is to refurbish the plaque or replace the plaque and place it in a prominent location near the entrance of the Community Hall. We still need to find one more base rock and identify locations for both monuments within the park. The US flag is not being properly lit because the plants around the light fixture are blocking the 1 light. Leahnette will have the plants cut back so they do not interfere with the light. Committee Members want to move the plants this fall to another location within the park. The park needs to be weeded and the areas along the bike path above the creek need to be cut. Harvard Park: Members discussed the purchase of shade sails to place around the playground area to provide visitors with an opportunity to sit in some shade while children play in the playground area. Leahnette will consult with Kathleen on color, size and quantity and make the purchase. Pixie Park/Ruth Rose Richardson Park: Leahnette has ordered the installation of a timer on the sprinkler system in RRR Park, but it has not yet been installed. She said it will only operate about 1/2 of the system, and there's not enough room in the control box to add another timer. Meanwhile, she said the park is dry. Leahnette said the DAR is still considering the steps and railing project in Pixie Park. Jim Bundy Memorial Park: Members discussed the need to add tree seedlings to the park this fall. Leahnette will try to locate some. Leahnette said Lorin Fielding of Inexpensive Tree Care donated 1/2 day of work to removing hazardous trees and limbs from Jim Bundy Memorial Park. She said there are some logs that need to be bucked up, and the work crew will complete that work in the near future. Meeting adjourned at 5:44 p.m. 2
