H. “Skip” Henderson, III and Mayor Pro Tem R. Gary Allen and Councilors Jerry “Pops” Barnes, Joanne Cogle, Charmaine Crabb, Glenn Davis, R. Walker Garrett, John M. House (via Microsoft Teams), Bruce Huff, Judy W. Thomas, and Toyia Tucker. City Manager Isaiah Hugley, City Attorney Clifton Fay, Clerk of Council Sandra T. Davis, and Deputy Clerk of Council Lindsey G. McLemore were present. CALL TO ORDER: Mayor B. H. "Skip" Henderson, III, Presiding INVOCATION: Offered by Mayor Pro Tem R. Gary Allen PLEDGE OF ALLEGIANCE: Led by Mayor Henderson EXECUTIVE SESSION: Mayor’s Agenda #1: Vote Result: APPROVED 1. Motion to go into Executive Session to discuss matters of personnel and potential litigation. Mayor Henderson entertained a motion to go into executive session to discuss matters of personnel and potential litigation. Councilor Crabb made a motion to go into Executive Session, seconded by Councilor Garrett and carried unanimously by the ten members present, with the time being 3:03 p.m. RETURN FROM EXECUTIVE SESSION The Regular Meeting reconvened at 4:17 p.m., at which time, Mayor Henderson announced that the Council did meet in executive session to discuss matters of personnel and potential litigation; however, there were no votes taken. ADD-ON RESOLUTION: City Attorney’s Add-On Resolution: Vote Result: APPROVED A resolution approving all terms of the proposed severance agreement and authorizes payment of $400,000.00 and receipt of other benefits contained in said agreement. Chief Blackmon will retire effective April 30, 2023 and take paid leave as of April 6, 2023. The agreement shall be filed with the Clerk of Council upon execution by all parties. ADJOURNMENT With there being no further business to discuss, Mayor Henderson entertained a motion for adjournment. Motion by Mayor Pro Tem Allen to adjourn the April 6, 2023 Special Called Meeting, seconded by Councilor Garrett and carried unanimously by the ten members present, and the time being 4:19 p.m. Page 2 of 2
