COLUMBUS COMMON COUNCIL - COMMITTEE OF THE WHOLE
SPECIAL MEETING
THURSDAY, NOVEMBER 29, 2018 – 6:30 PM

MINUTES
1. Call to order: President Traxler called the meeting to order at 6:30 pm.
2. Roll Call: Present: Mayor Thom, Clark, Hendrickson, Millar, Reid (arrived at 6:47 pm),
Thielen, Traxler; City Administrator Vander Sanden, Finance Director Manley, Interim City
Clerk Goebel, interested citizens and the media.
2. Notice of Open Meeting: Noted.
3. Approve Agenda: Motion by Theilen, second by Millar to approve. Carried voice vote.
Old Business:
1. Continued discussion on Proposed 2019 City Budget: Library requested additional monies for
the health buy-out; staff will look for an additional $1200 for this purpose. Streets carry-over in the
amount of $11484 to be allocated to sidewalk repair in 2019. Any Budget Amendments would
happen in January 2019.
2. Discuss and consider the responses to reference checks for the audit firm finalists:
Finalists Baker Tilly & Clifton, Larson, Allen. Council requested representatives come to next
Committee of Whole meeting for further questions from members. Manley will contact the firms.
3. Consider and discuss a donation from the Columbus Chamber of Commerce on a donation
towards downtown holiday decorations for the 2018 holiday season: The Columbus Area
Chamber of Commerce made a donation of $1000 for wreaths to decorate the downtown. Working
with various departments to attach to the new light posts. Forward request to December 4 Regular
meeting.
4. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion,
compensation or performance evaluation data for any public employee over which the
governmental body has jurisdiction or exercises responsibility (employee wages): Motion by
Hendrickson, second by Millar to convene to closed session pursuant to §19.85(1)(c) considering
employment, promotion, compensation or performance evaluation data for any public employee
over which the governmental body has jurisdiction or exercises responsibility (employee wages).
Roll Call vote unanimous.
Motion by Hendrickson, second by Theilen to return to open session. Roll call vote unanimous.
5. Convene to closed session per §19.85 (1)(c) considering employment, promotion,
compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, specifically the
performance evaluation of the City Administrator. Motion by Hendrickson, second by Millar to
convene to closed session per §19.85 (1)(c) considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility, specifically the performance evaluation of the City
Administrator. Roll call vote unanimous.
Motion by Clark, second by Hendrickson to reconvene to open session at 8:39 pm. Roll call vote
unanimous.
Motion by Clark, second by Thom to adjourn at 8:41 pm.
