COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE TUESDAY, DECEMBER 4, 2018 – FOLLOWING REGULAR MEETING COLUMBUS CITY HALL MINUTES 1. Roll Call: Present: Clark, Hendrickson, Millar, Theilen, Traxler; City Administrator Vander Sanden, City Attorney Johnson, Interim City Clerk Goebel, interested citizens and the media. 2. Notice of Open Meeting: Noted 3. Approve Agenda: Motion by Hendrickson, second by Theilen to approve. Carried voice vote. 4. Citizens Comments on agenda items: None. 5. Department Reports: None to report. 6. Board/Committees/Commissions Reports: The following reports noted: Library Board – 09/18/18, 10/16/18; HLPC – 11/13/18 Special Meeting; PFC – 9/24/18, 10/04/18; Plan Commission – 09/20/18 7. Columbia County Health & Human Services Aging & Disability Resource Center – 2019 MOU for Nutrition Site: Forward to December 18 Regular meeting. 8. 2017 Library Report: Library Director Fesemyer reported on Library activities for 2017 – substantial increase since 2009. 9. Review of consultants for Columbus Roadmap 2050 Project: Citizens Engagement Team helped create vision for the Columbus 30 years down the road and have recommended MSA to be the lead consultant on the project. Jason Valerius, MSA, appreciate community as the leaders for the project preparing to review facilities and programming. 10. Review and consider Task Order for utility design work for Hwy 89 project: Approve Task Order in the amount of $35194.00 for all design work – slated for 2022. Forward to December 18 Regular meeting. 11. Presentation by Ruekert-Mielke on efforts to coordinate Industrial Discharges to the WWTP: Dave Arnot, Ruekert-Mielke, hi-lighted discussions and recommendations for Industrial Discharge requirements. 12. Presentation by Baker Tilly on proposal to provide City Audit Services beginning in 2019: Baker Tilly made presentation on proposal to provide audit services. Forward to December 18 Regular meeting. 13. Presentation by Clifton, Larson & Allen on proposal to provide City Audit Services beginning in 2019: Clifton, Larson, & Allen made presentation on proposal to provide audit services. Forward to December 18 Regular meeting. 14. Review and update of Social Media/Website Policy: Forward to December 18 Regular meeting. 15. Continued Discussion and Review of Slow Moving Vehicle Regulations: Discussion centered around incorporating state statutes regulating golf carts; 1 mile rule to get to golf course; speed zones; inspections/fees. Return to December 18 Committee of the Whole. 16. Convene to closed session per §19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically the performance evaluation of the City Administrator: Motion by Theilen, second by Clark to convene to closed session per §19.85 (1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically the performance evaluation of the City Administrator. Roll call vote unanimous. Motion by Hendrickson, second by Theilen to return to open session at 8:56 pm. Roll call vote unanimous. 17. Convene to closed session per §19.85(1)(g) to confer with legal counsel for the governing body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.
