COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY JUNE 8, 2021 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Council President Gray called the meeting to order at 7:30 pm. Present: Council President Gray, Mayor Arnold, Alders Albright, McCabe, Motiff, Pyfferoen; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson (via Zoom), Dir of Planning & Development Schreiber, Recreation Director Meyers, WWTP Director Anding, CWL Superintendent Hammer, interested citizens. Excused Reid. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by McCabe to approve the agenda. Carried voice vote. 4. Citizen Comments: None 5. Committee/Commission Minutes: placed on file: CDA 2/22/21, 3/15/21, CHLPC 4/8/21, CWL 4/15/21, PFC 4/13/21, Plan Commission 2/11/21, 3/11/21, Tourism 2/2/21 6. Review & consider assessor error as palpable error on parcel 11211 1087.02: Associated Appraisal informed the City of an assessment error on a property located at 349 Industrial Drive. The City will refund the property owner of the taxes paid in error and file a request with the Department of Revenue for a refund from all taxing jurisdictions. Forward to June 22 Regular meeting. 7. Review & discuss upcoming Compliance Maintenance Annual Report (CMAR) for WWTF: WWTP Director Anding briefly explained the 2020 CMAR which is due June 30. The entire report will be available at the next meeting for approval. Forward to June 22 Regular meeting. 8. Discuss request of CHLPC to remodel Rest Haven restroom: Discussions for plans to remodel the restrooms at the Rest Haven. CHLPC has some money, and they have received donations for the work. Looking for the City's blessing to move forward to get drawings, estimates for the project. Forward to June 22 Regular meeting. 9. Review & consider CHLPC request to apply for State Grant: CHLPC wish to apply for a state grant up to $50,000. Grant can only be used for information purposes – such as a booklet to include criteria and punch- list to apply for façade grant program. There is no required match, and the City would submit the grant with help from CHLPC. Must submit a letter of intent by June 14. Forward to June 22 Regular meeting. 10. Review & consider CHLPC request to establish Façade Grant Program: CHLPC would like to start a façade grant program to help façade improvements for historic buildings. Request they be given authority to award the grants and disburse funds; a resolution would be required to grant authority. A cap on the amount of money the CHLPC would be authorized to distribute on each grant was suggested at $10,000. Albright asked if the CHLPC does any fund-raising and if this authority would allow an audit. CHPLC hosts concerts in the park as a fundraiser; would welcome an audit. Forward to June 22 Regular meeting. 11. Discuss 2022 Budget Procedure & Schedule: City Administrator Ellefson introduced the 2022 Budget Procedure & Schedule. Forward to June 22 Regular meeting. 12. Review & consider Alcohol License Renewals for 2021-2022 Licensing Period: Gray asked if the review process could be reviewed in batches and if there were significant issues, they would be discussed separately. There were two applications which needed follow up. Forward to June 22 Regular meeting. 13. Review & consider Tobacco License Applications for 2021-2022 Licensing Period: No issues or questions. Forward to June 22 Regular meeting. 14. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Motion by Pyfferoen, second by McCabe to convene to closed session at 8:21 pm. Roll call vote unanimous. 15. Reconvene to open session: Motion by Pyfferoen, second by Arnold to reconvene to open session at 8:46 pm. Carried voice vote. 16.
