Call To Order/Roll Call A regular meeting of the City of Commerce City Northern Infrastructure General Improvement District was called to order by Chairman Ford on October 17, 2016, at 8:05pm. Present: 9 - Crystal Elliott, Jason McEldowney, René Bullock, Rick A. Teter, Sean Ford , Steven J. Douglas, Andrew Amador, Jadie Carson and Paolo Diaz 2. Approval of Minutes Min NIGID NIGID Meeting Minutes of June 20, 2016 2016-08 A motion was made by Board Member Douglas, seconded by Vice Chair Bullock, that the minutes be approved. VOICE VOTE: Unanimous, all present affirmed. 3. Consent Agenda A motion was made by Board Member McEldowney, seconded by Vice Chair Bullock, to approve the consent agenda as presented. ROLL CALL VOTE: Aye: 9- Board Member Elliott, Board Member McEldowney, Vice Chair Bullock, Board Member Teter, Chair Ford, Board Member Douglas, Board Member Amador, Board Member Carson and Board Member Diaz Res NIGID RESOLUTION APPROVING FIRST AMENDMENT TERMINATING 2016-11 TOWER ROAD IMPROVEMENTS PROJECT FUNDING AGREEMENT 4. Public Hearings Res NIGID RESOLUTION ADOPTING THE 2017 BUDGET AND 2016-06 CERTIFICATION OF THE MILL LEVY FOR THE COMMERCE CITY NORTHERN INFRASTRUCTURE GENERAL IMPROVEMENT DISTRICT (NIGID) Chairman Ford opened the public hearing. Finance Director Sheryl Carstens presented the budget. Ms. Carstens stated that revenues are estimated primarily from property tax at $5.8 million and miscellaneous Commerce City Page 1 Northern Infrastructure General Meeting Minutes - Final October 17, 2016 Improvement District revenue of $655,000 from water capacity fees, joinder fees and investment earnings. Expenditures for the Series 2002 Debt Service Payment is $745,000, and the 2013 Debt Service Payment is $4.5 million. There are administrative expenditures associated with the two debt series and after paying expenditures, $1.1 million will be added to the fund balance. The mill levy is certified at 1.7 mills. No one appeared to address the board in favor of, or opposition to, the budget. A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that this resolution be continued to November 7, 2016. VOICE VOTE: Unanimous, all present affirmed. 5.
