Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:04 pm by Director Keith. Members Present: DeLilah Collins, Rick Davis, Alejandro Garcia, Craig Hurst, Shawn McDowell, Chris Niyork, Katie Southard, Michael Stegman Absent: Clark Berggren, Josh Houde, Kaitlin Nares, Bret Walker PRG Staff present: Chad Redin, Paul Hebinck, Carolyn Keith, Traci Ferguson, Lisa Nordholt, Maria Jepson, Jason Rogers - Deputy City Manager, Roger Tinklenberg - City Manager Guest: Terrance Coon - Commerce City resident Let the record show Member Garcia joined the meeting at 6:07 p.m. 2. Approval of Minutes A motion was made by Member Stegman seconded by Member McDowell to approve the January 18, 2022 minutes as submitted. VOTE: Unanimous. The motion passed. 3. Introductions 22-34 PRG Advisory Committee Member Update - Carolyn Keith The City Manager, Deputy City Manager and committee members introduced themselves and members shared the area they live in as well as the matters of interest to them or reason for their participation with the PRG Advisory Committee. 4. New Business 22-35 Buffalo Highlands Presentation - Jason Rogers, Deputy City Manager Attachments: Buffalo Highlands History and Park-Open Space Presentation Deputy City Manager Rogers reviewed the Buffalo Highlands presentation that included a comprehensive look at the history, background and development of the area. This overview included information on how it aligned with the Prairieways Action/Comprehensive Master Plans, the location of the School/Park Site, the Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final February 15, 2022 Advisory Committee developer filing process and the resulting park land within the development. Going forward, the PRG Master Plan will be critical in improving the layering of public parks/trails/open space with the private amenities in addition to providing feedback to City Council. Member Collins requested to revisit this presentation at a later date to provide additional feedback. Members shared their feedback and Director Keith and Deputy City Manager Rogers encouraged them to communicate any other thoughts that they may have after the meeting. An email will be sent to the committee with links for several master plans to be reviewed by members. An update to this item will be scheduled for a future meeting. 22-36 March Meeting Via Zoom - Committee Discussion A motion was made by Member Collins seconded by Member Davis to hold the March 15, 2022 virtually via Zoom and extend the meeting to end at 8 pm. VOTE: Unanimous. The motion passed. Member Collins requested that when meetings return to being held in person that attending the meeting virtually always be an option. The technology piece is not completely resolved to facilitate this seamlessly however, staff will work with the IT Department to have it available. A survey will be sent to the committee to inquire if members have a preference of attending in-person or virtually. 22-37 April 18 - PRG Advisory Committee Update for City Council (Virtual Presentation) - Carolyn Keith The annual update to City Council for the PRG Advisory Committee is scheduled for April 18, 2022. Typically, the overview that is shared is presented by the PRG Director and one or both of the current Co-Chairs from the committee. If any members may be interested in the vacant Co-Chair position, it will be discussed at the March meeting. 5. Unfinished Business 22-31 PRG Master Plan Estimated Start May 1 - Carolyn Keith Estimated start date of May 1. More information will be coming. 22-32 Future Agenda Items - Carolyn Keith The survey that will be sent will include a request for input on potential future agenda items. 22-33 City Tour - Discuss April Date - Carolyn Keith The survey will also request feedback on potential future City tour dates. 6. Council Member Reports & Information Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final February 15, 2022 Advisory Committee Council Member Hurst is looking forward to in person meetings again to connect and meet the new members. There is a lot of opportunity for residents to provide input through the Boards and Commissions. Council Member Davis advised the golf course irrigation project is a priority this year. 7. Committee Member Reports & Information Update on Frisbee Golf – set for completion in 2022, located at Fronterra Park. Member Collins, also serves on the Comprehensive Plan Citizen Advisory Committee, and will share updates on the comprehensive plan going forward. 8.
