Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:01 p.m. by Co-Chair Houde. Members Present: Josh Houde, DeLilah Collins, Paul Welander, Susan Noble, Michael Stegman, Desiree Martinelli, Shawn McDowell, Craig Hurst, Chris Niyork, Kaitlin Nares Absent: Katie Southard, Octavio “Oz” Flores, Alejandro Garcia Staff present: Carolyn Keith, Chad Redin, Paul Hebinck, Tim Duda, Candice Turnage Guest: Karl Zimmerman, City Resident Let the record show Member Noble joined the meeting at 6:04 p.m. and Member Hurst joined the meeting at 6:18 p.m. Co-chair Houde established meeting guidelines/conduct for hybrid zoom meetings: • Co-chairs will call on members to speak on items • In person or on zoom – raise your hand • Speak clearly and one at a time • Side conversations should be limited • If on zoom please turn on your video camera when speaking if possible Committee Member Update: Member Noble introduced herself to the committee and members introduced themselves. 2. Approval of Minutes Member Welander proposed two amendments to the March minutes under Community Engagement and Committee Member Reports. A motion was made by Member Stegman seconded by Co-Chair Collins to approve the March 21, 2023, minutes noting the two amendments as submitted. VOTE: Unanimous. The motion passed. 3. Citizen Communication Karl Zimmerman spoke on the following: ability to review draft meeting notes and comment on meeting notes prior to approval by the committee; timeline regarding receipt of Metro Football Stadium District funds (MFSD), use of funds and possible endowment. Unfinished Business 23-054 Recommendations for promotional items to give away at events - Josh Houde and DeLilah Collins (no attached documents/discussion only) Co-chair Collins confirmed that staff will send the survey link out via email to members and the results will be shared with the committee. 5. New Business 23-076 Upcoming 2023 Events - Proposed Triathlon - Carolyn Keith (no attached documents - discussion only) Director Keith shared potential ideas and collaboration/partnership opportunities for special events and shared the Colorado 2023 Run/Triathlon Calendar with members. There will be opportunities to work with vendors and ask for volunteers. 6. Community Engagement/Interaction Updates & Feedback Co-Chairs Houde and Collins shared feedback that two recent events were great – Mini Comi-con and ‘80s Prom. 7. Council Member Reports & Information Member Hurst reported that the permit for more well water for the golf course has been completed. Golf Course Manager Hebinck confirmed the irrigation replacement project at the golf course is 95% complete. All members are encouraged to attend the annual Memorial Day Parade. Member Hurst advised the city was given the deed for the new high school at 96th and Landmark which will share a future city park, adjacent to Second Creek Open Space. Member Noble reported that the city is redistricting and there are new boundaries to balance representation for the wards. The Senior Commission will be having a Resource Fair in June at Adams City High School. 8. Committee Member Reports & Information The Comprehensive Plan held an outreach meeting at the Recreation Center requesting feedback from citizens. Member Welander shared feedback about recent contacts to the non-emergency number to report graffiti. The graffiti was removed very quickly. Members discussed vandalism deterrence options. Member Welander offered to do a disc golf course presentation for the committee specific to Fronterra Park. Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final April 18, 2023 Advisory Committee 9. PRG Announcements Distributed to all members via email on April 12, 2023. May 2nd at Bison Ridge Recreation Center 6-7:30 p.m. – Public Outreach Meeting for Oasis Park. Update on PRG Master Plan RFP – staff will be meeting with selected consultant to review the scope. Director Keith provided an update regarding City Council direction to seek more public input for use of MFSD fund including Youth Commission. The Youth Commission has submitted their recommendations. Director Keith reviewed the timeline from receipt of the funds to date. 10. Adjourn The meeting adjourned at 7:39 p.m. Respectfully submitted by Candice Turnage. Commerce City Page 3
