1. Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM
Meeting was called to order at 6:02 pm by Co-Chair Houde.
Members Present: DeLilah Collins, Oz Flores, Josh Houde, Desiree Martinelli, Kaitlin
Nares, Chris Niyork, Susan Noble, Paul Welander
Absent: Alejandro Garcia, Craig Hurst, Shawn McDowell, Katie Southard and Michael

Guest: Karl Zimmerman, City Resident
Let the record show Member Noble joined the meeting on 6:05 pm, Member Flores
joined at 6:09 and Member Welander joined at 6:22 p.m.
2. Approval of Minutes
A motion was made by Member Welander, seconded by Member Nares to approve
the May 16, 2023, minutes as submitted. VOTE: Unanimous. The motion passed.

3. Citizen Communication
Mr. Zimmerman spoke to the group sharing ideas on potentially having staff and
volunteers assist with the Disc Golf Course development. Additionally, he provided
details on a proposed creation of a pickle ball/tennis park destination between Hole 4
of the golf course and 120th Avenue through possible collaborative efforts between
the City and area HOAs. He indicated that he also met with the Golf Course
superintendent related to his previously noted feedback.
Director Keith clarified the process for the Disc Golf Project RFP related to the
possibility of working with volunteers. The Disc Golf Park has been designed and
construction drawings have been provided by the architect for the RFP. A contractor
will be hired to ensure that the pads will be built to specification for course play and
player safety. Due to liability reasons, volunteers are not an option. Director Keith will
email the committee and Guest Mr. Zimmerman on the clarification in addition to the

timeline of the project. Mr. Zimmerman may also submit a proposal to the City
outlining his proposed pickle ball/tennis court.
4. Unfinished Business
23-123 PRG Advisory Committee Promotional Item Giveaway Update -

Staff has ordered the items that were selected at the last meeting and Recreation
Manager Duda shared samples of the reusable bags, towels and Frisbees. A new
recreation division logo was launched on June 15th at the first of the four Music in the
Parks events and will continue its rollout in the weeks ahead.
23-135 Disc Golf Project - Ongoing/No Current Update (no attached

Member Welander reported that he met with the architect and the Capital Projects
Manager on June 8th to review signage and provide feedback for some changes to
the initial drafts. Three contractors have submitted outlines for consideration. The
target is to select the contractor by the end of June.
5. New Business
23-124 2023 Triathlon Course Map Update - Tim Duda (no attached

Working with Adams City High School to define the course outline for each of the
activities as well as the staff and support needed for this event to take place on
Sunday, October 15th. There will be road closures needed. We are working to keep
the impacts minimal while maintaining safety for all participants. The event’s exit
routing will be a collaborative effort with the Rocky Mountain Arsenal National Wildlife
Refuge.
23-125 PRG Master Plan/PRG Advisory Committee Support - Carolyn Keith

The contract has been finalized with the vendor undertaking the PRG Master Plan
and kickoff meeting is planned for June 26 to layout initial plan with staff. Will update
at July PRGAC meeting and bring outline of community interaction activities
throughout the summer and into September. Goal is to wrap up the plan’s outline by
the First Quarter of 2024.

With the slight delay of the contract the timing of the public facing activities are
slightly behind the initial plan but underway. All committee members are asked to
bring their engagement ideas to the next meeting. Giving ample time to receive input
may push the discussion of the finding out past the original October date that was
projected.

Advisory Committee
• Member Welander shared that he met with Commander Jenkins of the Commerce
City PD and it was indicated that an “Eye in the Sky” mobile camera unit would be
placed in Fronterra Park similar to what has been done within other C3 parks for
monitoring activity.
• Senior Resource Fair was on 6/17/23 at ACHS with a variety of activities and
emphasis on PRG engagement.
• Member Nares inquired about the process for being able to utilize tennis courts at
school sites. Inquired if more information be provided on access or creating some
structured information around their use.
7. Council Member Reports & Information
• Ward IV Community Meeting is June 28 at Southlawn Elementary.
• The 96th Avenue repairs have an estimated opening date of June 26th which is still
dependent on the weather cooperating. On July 12 there will be a meeting at
Southlawn Elementary regarding widening 96th to four lanes.
• At the July 10th council meeting there will be discussion on sustainability and
xeriscaping.
• July 24th will include an initial review of the comprehensive plan.
• The City held its first Juneteenth event with a gathering and guest speaker on June
19th.
• The annual Reunion summer fireworks event is scheduled for June 24 and the 4th
Fest will be at Dick’s Sporting Goods Park on July 4th
8. Committee Member Reports & Information
No updates this month due to having meeting schedule conflict/overlap.
9. PRG Announcements
Distributed to all members via email on June 15, 2023.
• June 23 Paradice Island opens.
