1. Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM
Meeting was called to order at 6:01 pm by Co-Chair Collins.
Members Present: DeLilah Collins, Alejandro Garcia, Desiree Martinelli, Shawn
McDowell, Kaitlin Nares, Chris Niyork, Michael Stegman, Paul Welander
Absent: Oz Flores, Josh Houde, Craig Hurst, Susan Noble, Katie Southard

Let the record show Member McDowell joined the meeting at 6:08 p.m.
2. Approval of Minutes
A motion was made by Member Stegman seconded by Member Martinelli to approve
the June 20, 2023, minutes as submitted. VOTE: Unanimous. The motion passed.

3. Citizen Communication
Resident Zimmerman was recognized and given three minutes to speak. He thanked
staff for posting a draft copy of minutes prior to this meeting and providing information
on the Prairieways Action Plan; asked for clarification on the best way to submit a
proposal on a future tennis/pickle ball court; the bylaws of the PRG Advisory
Committee regarding attendance of meetings and an update on member attendance;
inquired if an applicant has applied to the committee previously does it carry forward to
the next vacancy; suggested that previous applicants be contacted for future
vacancies.
Director Keith suggested that Mr. Zimmerman submit a proposal in writing
demonstrating support from the HOA, outlining land, ongoing maintenance, locations,
list of people involved. It can be submitted to the Co-Chairs of the PRG Advisory
Committee but likely no action would be taken until the PRG Master Plan is updated.
Resident Dulaine inquired on status of a vacant lot area adjacent to Buffalo Mesa that
has an open C3 inquiry ticket. Deputy Director Redin indicated that the parcel is 5.33
acres and being considered for park/playground amenities.

23-151 PRG Master Plan/PRG Advisory Committee Support - Traci Ferguson

Parks Planner Ferguson outlined the Public Engagement activities noting a PRGAC
member input event on August 22. She explained that the City’s Comprehensive plan
is expected to be adopted by end of August and is a much higher level overview and
subsequently the PRG Master Plan will align and complement what was outlined in the
Comp Plan. The goal is to have the draft developed by the end of February and
adoption then occurring in April (tentatively) with the City Council. Feedback sought
through interactive engagements, social media posts, direct mail, website input, and
print requests for input running in the Connected and recreation fall brochure to create
a vision outline from the feedback.

23-153 City Tour Date Selection - Saturday, Aug. 12 (9am-1pm), Sept 16

Originally considering August 12 or September 16 but have found conflicts with each.
Will send out a poll for committee members for upcoming event dates to assist
committee member with determining their availability.
23-154 Joint Meet and Greet with Brighton Advisory Committee Update -

Brighton Advisory Committee has invited the PRGAC members to their October 4th
meeting at the Brighton Recreation Center to engage with them and attend a
presentation on the “Bike Brighton” bicycle/pedestrian multimodal plan.
6. Community Engagement/Interaction Updates & Feedback
Member Martinelli shared her increased activity at the Bison Ridge Rec Center noting
that signage for the additional lockers on main level would be beneficial. Member
Welander expressed appreciation for prompt attention provided for graffiti cleanup
within hours of being reported. He also noted that there are broken sprinkler heads to
be addressed and there was discussion of ongoing tree health/maintenance. The Disc
Golf project groundbreaking is approaching quickly. Informal activities to promote the
new course will be undertaken at upcoming community events. Request was made to
look into development of a shared calendar.
7. Council Member Reports & Information
No council members were present at July meeting to provide an update.
8 Committee Member Reports & Information
Member Collins reported that she had received a copy of the City Comprehensive Plan
but had not had chance to go through it yet. It required a lot of effort and included quite
a bit of information that was laid out scaffolding many layers; compiling a variety
elements and topics.
9. PRG Announcements
Distributed to all members via email on July 14, 2023.
Recreation Manager Duda reviewed the PRG Announcements that were shared,
indicating that the last 2023 Music in the Park event is upcoming on July 27 at Pioneer
Park. He also noted that the date for the Eco Fiesta event was changed to July 22 and
unfortunately, the Tour De Donut event for August 5 was changed to a Donut Pop-Up
PRG Master Plan event instead due to unexpected trail issues from the extensive rain
received this year. The Curt Holland Memorial Golf Tournament in August sold out the
foursomes in two hours and there is a waitlist. The silent auction site will open In
August before the event – keep an eye on the link to watch for it at
