Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:04 pm by the Co-Chair Martinelli Members Present: (9): DeLilah Collins, Charles Dukes, Oz Flores, Bob Grandinetti, Desiree Martinelli, Shawn McDowell, Rocky Teter, Paul Welander and Karl Zimmermann. Absent: None Staff Present: Chad Redin, Paul Hebinck, Tim Duda, Pam Young and Maria Jepson Guests: None The pledge of allegiance was recited. 2. Public Comment - None 3. Approval of Minutes A motion was made by Member Teter seconded by Member Dukes to approve the May 20, 2025 minutes. VOTE: Motion Passed. Min 25-127 Minutes of May 20, 2025 Meeting Attachments: Minutes 4. Unfinished Business 25-122 Fees & Charges Review - Tim Duda/Paul Hebinck Recreation Manager Duda and Golf Manager Hebinck each presented additional information and answered questions that were raised regarding the review of the proposed Fees and Charges at the May meeting. A motion was made by Member Zimmermann that the Federal age standard for senior determination be applied, adjusting it to 65 from 62, seconded by Member Teter. VOTE: Motion Passed. A motion was made by Member McDowell to increase the annual recreation center fee Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final June 17, 2025 Advisory Committee for seniors to $140.00, while allowing legacy members that are between 62 and 64 to remain eligible for the senior rate, seconded by Co-Chair Martinelli. VOTE: Motion Passed. A motion was made by Co-Chair Martinelli that existing recreation center members with an active Senior Annual Resident pass will retain the $12 annual rate while the membership remains continuously active. If membership lapses for more than two (2) months or 60 consecutive days, the legacy rate will no longer apply, and reactivation will be subject to the current pricing at that time, seconded by Member Dukes. VOTE: Motion Passed. A motion was made by Member Zimmermann to accept the proposed Golf fee increase of 35%, with a 30% discount rate for residents, seconded by Member McDowell. VOTE: Motion Passed. 5. New Business 25-178 Department Guide Transitioning to a Digital Guide, Summer 2026 - Tim Duda Recreation Manager Duda indicated that the shift to digital brochures is underway and reviewed details of the roll out efforts. This change aligns with the City Council goal to be more eco-friendly. 25-179 Golf Clubhouse Renovation Project Update - Chad Redin Director Redin shared that things are moving forward, and the awarding of the contract is anticipated to go to City Council for approval in August. 25-180 Charter & Bylaws Discussion - Chad Redin Director Redin advised that the next steps in the conversion to a commission process are to get the ordinance finalized and forwarded for approval by the City Council as well as defining the function of the new PRG Commission. The group will then work on the development of new bylaws as a future agenda item. 6. Consideration of New Topics & Potential Future Agenda Items A motion was made by Member Dukes for staff to determine the fiscal possibility of doing a waterwise demonstration garden at both rec centers in conjunction with the South Adams County Water District for the August agenda, seconded by Co-Chair Martinelli. VOTE: Motion Passed. A motion was made by Member Dukes to create four or five reserved active adult parking spots at Bison Ridge like the ones at Eagle Pointe, seconded by Member Grandinetti. VOTE: Motion Passed. A motion was made by Member Dukes to explore the possibility and feasibility of creating indoor playgrounds within the city limits for review on the October meeting agenda, seconded by Member Grandinetti. VOTE: Motion Passed. 7. Community Engagement Updates & General Discussion Items Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final June 17, 2025 Advisory Committee The committee members and staff thanked Member Flores for his assistance at the first Music in the Park event on June 12th. 8. Council Member Reports & Information Council members Teter and Chacon were appointed to serve on the newly converted Environmental Policy & Innovation commission (EPIC). The contract for waste services was authorized and awarded to Republic Services and includes a requirement to implement the use of electric vehicles. 9. Committee Member Reports & Information Member Grandinetti reported that the Youth Commission was finalizing the details for the upcoming Town Hall event on July 12, 2025. Co-Chair Collins indicated that her family hosted a graduation party at Bison Ridge and gave kudos to a new Recreation Assistant, Nathan, for the outstanding engagement and service provided. 10. PRG Announcements Distributed to all members via email on June 13, 2025. Reminder to keep this list handy as there are many activities and council items upcoming. 11.
