The Cookeville City Council met in regular session on Thursday, April 18, 2024, at
5:30 p.m., in the Municipal Building, 45 E. Broad Street.
CALL TO ORDER AND ROLL CALL
Mayor Wheaton called the meeting to order. Present and answering roll call
were:

term of Dr. Carl Owens expiring July 2026. The motion was seconded

CITIZENS REQUEST FOR HEARING BEFORE CITY COUNCIL
Matt Collins, President of the Magnolia Foundation, introduced the Council
and those in attendance to the Foundation's mission and ways to support.
HEARING FROM OFFICERS, COUNCILMEN AND CITY MANAGER
City Council members discussed complaints they had received, and their
personal observations, concerning ongoing utility work by companies who
were not working for the City of Cookeville. Complaints included attachment
to old utility poles, work performed on taxpayers' property without notice,
leaving messes on taxpayer property and roads, closing roads without notice,
not providing adequate traffic control, and saying the City had given
permission for work when no permission had been granted.
Energy Department Director Carl Haney explained that agreements with the
City were required for utilities to attach to overhead poles, but there were no
agreements concerning underground installations. If overhead attachments
are not made correctly, the Energy Department contacts the utility company
for corrective action.
Danny Rader, serving as City Attorney, explained that State law requires the
City to allow pole attachments and utility use of rights of way, but that
contractors are required to work only in rights of way, following industry
safety standards and providing proper traffic control.

Please consider your appointment for the County Board of Equalization, and let me know when
you have someone confirmed. The CBOE meets daily during June depending on the number of
appeals. In addition, there is a mandatory training for all board members in order to comply with
the new Tennessee Code.
Our office has been in contact with Mark McKinley, and he would like to serve again on the
Putnam County Board of Equalization for the 2024 term. We believe that he is a good board
member, and he has done a great job representing the City of Cookeville. We ask that you please
reappoint him.

WHEREAS, the Official Street Map of the City of Cookeville, Tennessee, as adopted by
Ordinance Number 099-12-24 on February 3, 2000, and as subsequently amended, depicts those
streets for which the City of Cookeville is responsible for maintenance and repair and depicts the
official names for said streets; and
WHEREAS, the amendment of said Official Street Map is necessary to depict the location
of thirteen (13) newly constructed streets for which the City of Cookeville is now responsible for
maintenance and repair; and
WHEREAS, the Cookeville Planning Commission has completed an inventory of streets
to be added and has approved and certified for adoption the amendment of the Official Street Map
to reflect the addition of certain streets and abandonment and closure of a portion of a street.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COOKEVILLE, TENNESSEE:

SECTION 206.8 PRIV ATE AND PAROCHIAL SCHOOLS
The following additional standards shall apply to all private and parochial schools:
206. 8A Shall be located on streets with a classification of no less than major collector status.
206. 8B In the RS-20, RS-15> RS-10, RS-5, and RD Districts private and parochial schools shall
be permitted only as an accessory use to a church or similar place of worship subject to the
provisions of Section 206.4 of this Zoning Code.
206.8C The minimum lot size shall be½ acre for the first twenty-five (25) students, plus an
additional ½ acre per every additional twenty-five (25) students, or fraction thereof, to
capacity.
206.8D All requirements. of the State of Tennessee that pertain to the use and operation of the
facility shall be met.
206.8E When located adjacent to lots zoned or used for single and mm-family residential
purposes a Type 2 Screen/Buffer Yard as specified :in Section 208 of this Zoning Code :shall
be provided along all shared lot lines.
206. 8F Outdoor play space shall be fenced or otherwise enclosed and shall not include
driveways, parking areas or land unsuited for children's play space.
206. 8G No portion of the fenced play area shall be closer than twenty (20) feet to any lot zoned
or used for single and two-family residential purposes and shall be no closer than fifty (50) feet
to any public street.

follows:

Section 2: That the Official Zoning Code of the City of Cookeville, Tennessee, as adopted by
