COOKEVILLE HISTORIC ZONING COMMISSION FEBRUARY 12, 2002 5:30 P.M. The Cookeville Historical Commission met on Tuesday, February 12, 2002, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Greg Stamps, Calvin Dickinson, and Eunetta Jenkins. MEMBER ABSENT: Alma Anderson. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Dan and Marcia Donovan. CONSIDER FOR APPROVAL THE MINUTES OF DECEMBER 11, 2001. Greg Stamps made the motion to approve the minutes of December 11, 2001. Calvin Dickinson seconded the motion and the motion carried unanimously. APPROVED. HOLD A PUBLIC HEARING ON PROPOSED GUIDELINES FOR NORTH DIXIE AVENUE. James Mills stated that a preliminary draft of Design Guidelines for North Dixie Historic District has been completed. Copies of the Guidelines have been mailed to each property owner in the district. Mr. Mills stated that the purpose of the Public Hearing is to receive comments from the property owners concerning the guidelines. The Donovan’s were the only property owners present from the District. Mr. & Mrs. Dan Donovan submitted written comments. Mr. Mills reported that the staff of the Tennessee Historic Commission has also reviewed the proposed Guidelines and that he had received comments from 4 property owners. The Historic Zoning Commission reviewed the comments made by the Tennessee Historical Commission and also from the following property owners on North Dixie Avenue: Jennifer Williams and Tom Furtsch, Jerry Gaw, David and Kay Hume and Dan and Marcia Donovan. Several revisions were approved by the Commission. Staff recommended that the Historic Commission determine that a majority of property owners favor the Design Guidelines prior to considering them for approval. Staff will make the approved changes and mail the revised guidelines to the property owners with a memorandum requesting that they notify the Planning Department whether they favor or oppose the guidelines. The Commission will continue their discussing at next month’s meeting on the possible expansion of the Historic District south to Broad Street, and the Certified Local Government Program.
