COOKEVILLE HISTORIC ZONING COMMISSION
MARCH 12, 2002
5:30 P.M.
The Cookeville Historical Commission met on Tuesday, March 12, 2002, at 5:30 p.m. in
the Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Don Prince, Greg Stamps, Calvin Dickinson, Alma Anderson,
and Eunetta Jenkins.
STAFF PRESENT: James Mills and Jayne Barns.
OTHERS PRESENT: David Hume and Dan Donovan.
CONSIDER FOR APPROVAL THE MINUTES OF FEBRUARY 12, 2002. Calvin
Dickinson made the motion to approve the minutes of February 12, 2002. Alma
Anderson seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL PROPOSED GUIDELINES FOR NORTH DIXIE
AVENUE. James Mills stated that revisions to the proposed Design Guidelines for the
North Dixie Historic District have been completed based on the comments received
and/or discussed at the February 12, 2002 meeting. Copies of the revised Guidelines
were mailed to each property owner in the district. Property owners were requested to
notify the Planning Department whether they favored or opposed the proposed
Guidelines. As of March 4, 2002, only three additional property owners had contacted
the Planning Department. Assuming that those previously providing a opinion have the
same opinion, a total of six property owners favor the guidelines, three oppose them and
one indicated no opinion.
Staff recommended that the Historic Commission determine that a majority of property
owners favor the Design Guidelines prior to considering them for approval.
Since a majority of property owners have not notified the Planning Department and since
only two residents of Dixie Avenue were present, staff recommended that the Board table
approval of the Design Guidelines until we can hear from more property owners.
David Hume distributed proposed changes to the Design Guidelines.
Mr. Mills requested that the Board review the proposed changes by Mr. Hume and
forward any comments to the Planning Office before next month’s meeting.
Greg Stamps made the motion to table approving the proposed guidelines, until a
majority of the property owners state that they are in favor of the guidelines. Alma
Anderson seconded the motion and the motion carried unanimously. TABLED.

CONTINUE DISCUSSION ON POSSIBLE EXPANSION OF THE HISTORIC
DISTRICT SOUTH TO BROAD STREET. James Mills stated that at the request of
the City Council, adjoining property owners south of the current Historic District have
been contacted concerning possible expansion of the District to Broad Street.
Staff has received no indication from the contacted property owners that they are in favor
of inclusion in the Historic District.
Staff recommended that the possible expansion be tabled indefinitely.
Calvin Dickinson made the motion to table the possible expansion of the Historic District
south to Broad Street indefinitely. Alma Anderson seconded the motion and the motion
carried unanimously. TABLED INDEFINITELY.
DISCUSSION ON CERTIFIED LOCAL GOVERNMENT PROGRAM. James
Mills stated that staff has contacted the Tennessee Historical Commission regarding the
possible application from the City of Cookeville for participation in the Certified Local
Government Program. A copy of a Tennessee Historical Commission fact sheet on the
CLG program has been distributed to each Board member.
Staff recommended that the Board authorize the Planning Department to submit required
materials for participation in the Certified Local Government Program.
Greg Stamps made the motion to authorize the staff of the Planning Department to submit
required materials for participation in the Certified Local Government Program. Alma
Anderson seconded the motion and the motion carried unanimously. APPROVED
SUBMITTING APPLICATION FOR PARTICIPATION IN THE CERTIFIED
LOCAL GOVERNMENT PROGRAM.
