City of Coralville Board of Adjustment Meeting July 18, 2016 Staff: Jim Kessler, Building & Zoning Official and Dee Marshek, Administrative Assistant Item 1: Meeting called to order 6:00 PM Item 2: Member present: Szczech, Knudson, and Nicola Absent: Boucher and Wells Co-Chair Nicola conducts the meeting. Item 3: Approval of April 25, 2016 Minutes. Szczech: Motion to approve. Knudson: 2nd Motion Motion carried: 3-0 Item 4: Public Hearing request by Adam Bratman for a Conditional Use Permit to allow for a excerise facility in a I-2 ( Light Industrial ) zoning as required by section 165.31 (4) (B) of the City’s Code Ordinances. This property is located at 2010 James Street. Public Hearing Open: Public Hearing Close: Knudson: Motion to approve. Szczech: Motion 2nd. Kessler explains the exercise facility is located in a new warehouse behind the building at 2000 James St, which is in an I-PUD zoning. A conditional use permit is required to allow an exercise facility in an Industrial Zoning District. Kessler and Members briefly discuss location, parking requirements, and adequate building standards for this warehouse. These requirements are considered necessary before allowing and approving this exercise facility in an Industrial Zoning District. Chairperson Pat Wells enters the meeting. Motion Carried: 3 – 0 Item 5: Public Hearing request by New Life Community Church for a Conditional Use Permit to allow for shared off - site parking as required by section 165.35 (16) of the City’s Code of Ordinances. This property is located at 1703 2nd Street. Public Hearing Open: Paul Smith, Pastor at New Life Community Church states he has a parking agreement with Nolte Academy of Dance and the church. Kessler adds that with the Conditional Use Permit for off-site parking a 10 year non-cancelable lease is also required. Smith, Kessler and Members discuss the shared parking and changing some language on the existing agreement so it’s acceptable for the City’s requirement. Steps and sidewalk will be added between the properties for better access. Kessler shows and explains the buildings elevation and rendering to the members.
