CIVIL SERVICE COMMISSION
Minutes of June 27, 2013
Present: Commission Members Eve Casserly; Johnnie Sims; and Josh
Schamberger; Human Resource/Risk Manager Mike Funke; Police
Chief Barry Bedford
Meeting was called to order at 11:55 AM.
Approve Agenda:
Motion by Schamberger; Second by Sims; Motion passed all ayes.
Approve Minutes of May 10, 2013:
Motion by Schamberger; Second by Sims; Motion passed all ayes.
Certification of Sergeant Promotional List:
Funke gave the Commission members the results of the sergeant assessment
scoring by both the assessment center, along with their comments and the written
testing. Funke presented the Commission with a list of eight names in rank order,
for their certification.
Schamberger referenced two officers scored under 70% in the assessment center
and had recollections of a minimum “passing” score. Funke informed the
commission that 70% is a much used number when scoring standardized test such
as the City uses in police officer testing, however this is not the case in an
assessment center. Funke directed the commission to the summary page of the
assessment center packet that gives an explanation of how to generally interpret
scores.
Chief Bedford further explained that scores on the assessment center are not the
only factors that he will use but will consider job performance as well so even
though a candidate scores high or low does not alone translate to the hiring order.
Casserly asked ideally how many candidates would the Chief or the city like to see
on the promotional list. Funke explained there is not an ideal number but quality
over quantity is his general rule of thumb.
Schamberger noted that candidate #8 did not have one positive bullet point within
the assessment summary while #7 did have some optimism to his summary
although his score was low.
The commission was given extended time to review the report and scores.
Schamberger moved that the promotional list be certified with candidates ranking
#1 - #6 excluding candidates #7 and #8. Seconded by Sims. Motion passed all
ayes.
Other Business:
Chief Bedford updates the commission that he will meet with all of the candidates
for police sergeant and hopes to have a decision at the end of the next week.
Chief Bedford informed the commission that he has extended a conditional offer of
employment to a police officer candidate and that person has accepted.
Chief Bedford informed the commission that there is a possible disciplinary
investigation that may or may not result in the commission getting involved in an
appeal process. This is preliminary but given to the commission as notice that they
may be called upon.
Motion to adjourn by Schamberger; Second by Sims; Motion passed all ayes
