Coralville Parks and Recreation Commission Meeting Minutes April 20, 2020 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:01 p.m. via ZOOM due to the COVID 19 Pandemic. Present were Commission Members Kyle McEvilly, Marti Mount, Alex Taylor, Dhuha Tawil, Council Member Jill Dodds, and Parks and Recreation Director Sherri Proud. Greetings and COVID 19 Updates regarding the Coralville Parks and Recreation Department and from the Commission Members Citizen Comments Parks and Recreation Director Proud shared the concerns related to Brown Deer Golf Club opening and abiding social distance regulations. Tracking and sharing of information with staff has been important and updated regularly given the ever-changing guidelines. Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from January 27, 2020, with suggested comments noted. Commission Member Mount seconded the motion; unanimous approval. Eagle Scout Project Presentation – Ben Alden Eagle Scout Alden shared his project focusing on the Coralville Youth Sports Park; the project will include completing the ground work for four bullpens, a tree planting project, and a landscaping bed. The bull pens are already planned for the Youth Sports Park and would be installed by D&N Fence. Alden would include $250 from his Eagle Scout budget while parks would supply the trees and plant material beyond the $250. A visual presentation of the project plan was provided via a slide presentation; the presentation included the project amenities and the proposed safety factors that will be implemented during the project. The project would be completed this summer. After the Commission review, Commission Member Taylor made the motion to adopt Alden’s Eagle Scout project. Commission Member Mount seconded the motion; unanimous approval. Arrangements to secure signatures to file the project will be arranged. GreenState Family Field House Use by Coralville Parks and Recreation - Parks and Recreations Director Proud shared that the field house is scheduled in open in August 2020. There will be a series of open houses and special events. Brainstorming among personnel includes a community meal with inflatable features at a future date when we are able to have these types of events again. (Plans were made pre-COVID 19). Partnerships planning include the expansion of adult and youth programming. The programming includes youth and adult recreational volleyball, high school volleyball league, club volleyball leagues, adult basketball, and pee wee basketball. Although subsidies will be required by the City of Coralville, community use is also included as a value add. Programs for community members is split between adult and youth programs. The investment will include an estimated 460 hours with an expenditure budget line. Various recreational and leisure activities and events are being considered for day programming as well the field house and arena staff. Pickle ball is one of the scheduled recreation features during the day in the gymnasium. This information was provided to the Commission as an update to the budget which was adopted in January 2020. Council Liaison Report Council Jill Dodds shared adaptations for the pandemic world has included two Council meetings and one work session via ZOOM. Council Member Dodds and Parks and Recreation Director Proud shared how city facilities are being managed and city personnel are being supported during COVID 19. City employees have maintained employment with their respective salaries to date. A concern was raised to the Council regarding the library curbside service. With their own Board of Directors, Head Librarian Alison Ames Galstad and Human Resources Mike Funke, reviewed the protocol that has been utilized. The review resulted in an unanimous approval by their Board for continued services. The Ewalt Area parking lot contract for the parking lot was approved. The Xtreme Arena is moving forward as planned. Given the property tax due date extension, the final 2019 property tax fees for the City have not been received. Monthly reviews related to budget revenue will be adjusted given the delay. Acquiring additional monies with federal subsidies for municipal budgets is being explored. Director Report Parks and Recreation Director Proud shared that the City of Coralville closed their facilities effective March 17 give Governor recommendations. Brown Deer Golf Club and the park facilities remain open with adjusted guidelines supporting social distancing. Restrooms in the parks have been closed. Other adjustments across the city includes alternate days in the office and social distancing when onsite. Projects include painting,  projects, sanitation within facilities, mowing and flower beds, leveling the stage at the CCPA, replacement of wall matts at Rec Center, a light project at City Hall, and varies other projects. Partnership Programs are offering services for city and county employees in need of child care. UIHC employees have also been utilizing this child care services. Part time and seasonal workers have been referred to unemployment. Concern is warranted given the loss of spring employee training for lifeguards for aquatic staffing. Efforts to include social media family activities and scavenger hunts are being implemented. Facebook postings have been utilized. The Senior Partnership connections have been maintained with cards and phone calls. All recreation and special events have been postponed until at least April 30. The release of the Summer Activity Guide has been delayed until the end of the month. Commission Comments Commission Member Fred Fevold Fevold emphasized that the trails look great and compared the trail sweeps to the Newton track races. Commission Member Dhuha Tawil Commission Member Tawil shared the she has been utilizing the trails and taking pictures for social media features. She added that the trails look beautiful. Commission Member Alex Taylor Commission Member Taylor shared that the trails look good with great parks maintenance and good weather.
