Coralville Parks and Recreation Commission Meeting Minutes November 15, 2021 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:08 p.m. Present were Commission Members Kyle McEvilly, Marti Mount, Dhuha Tawil, and Alex Taylor, Recreation Superintendent Amy Erickson, and Parks and Recreation Director Sherri Proud. This meeting was held at the Coralville City Hall. Citizen comments A request has been formally made from Applewood Condominium Association for a bridge across the Morrison Creek Drainage Way from the trail running along the southside of their property to cross the creek way and connect to a future trail and walkway to NWJH and Kirkwood Elementary School. Proud noted that she asked for a formal request from the Association for the City to proceed. The City will now explore the request with the school district for an easement to cross the drainage way with a pedestrian bridge. Approval of Minutes from the October 18, 2021 meeting Commission Member Taylor made the motion to accept the minutes with the noted changes. Commission Member Mount seconded the motion; unanimous approval. Pickleball Presentation Duane Miller, Myra Clark, and Jim Broffit, Johnson County Ambassadors, and varied other pickleball players within the community were present to support the presentation about building Pickleball options in Coralville. Chuck Friedman – 1222 Melrose Ave., Iowa City Jim Broffitt – 1078 Tamarack Trail, Iowa City Myra Clark – 2160 Westminister Circle Duane Miller – 1855 Stone Creek Road Mike Wight – 364 Croell Avenue, Tiffin Terry Kaeding – 904 Holiday Lane Jan Ann James – 1845 Scarlet Oak Circle, North Liberty • Ambassadors are being recognized within local Pickleball chapter areas and across the nation. • The Johnson County Pickleball Club may provide a financial contribution for the courts. • The local chapter does require minimal dues annually. • Corridor sites that are being renovated and constructed are Iowa City, Shueyville, Mt. Vernon and Cedar Rapids; additional national sites were also recognized. • Currently over 8,500 pickleball locations with over 110 courts being added daily. • Twenty one percent growth in the number of players over a one-year period. • Online scheduler includes indoor and outdoor locations within Johnson County; indoor locations typically require a fee but not all sites. Miller and fellow pickleball players made the request for permanent exclusive courts for pickleball to be considered. A quote was provided by TSI Tennis Services of Iowa to renovate the two concrete courts on the east side of the Coralville Recreation Center to convert from two tennis courts with overlay of pickleball to six pickleball courts. The current location would be reasonable given the proposed specifications and estimates. The proposal could be targeted for a five-ten year measure prior to the Recreation Center renovation. If the renovation of the Recreation Center occurs sooner than later it may be deemed that a request for minimal renovation and not the entire bid be considered. Discussion was held about sizing height and portability of nets. Discussion was also held regarding the courts being proposed for renovation and ongoing maintenance required. The presenters noted that pickleball will be highlighted to promote neighboring community members and build quality of life for all ages. Restroom and water amenities vary across sites but are not requirements. The City of Coralville philosophy on recreation sites is to lean towards building multipurpose activity venues. Therefore, an area may not be exclusive but the overall concept would be considered. Commission Member Mount noted that even for a short amount of time, the investment looks like an opportunity for pickleball enthusiasts. The presentation was followed by a demonstration and practice. Council Report Council liaison Dodds was absent. Director Report Parks and Recreation Director Proud and Recreation Superintendent Erickson shared their proposal for a part time position supporting the North Ridge Pavilion facility. The Borlaug Before and After School position is currently open. Recruiting efforts have included a request to set up a booth during after school time at  West High, job fairs, handing out fliers on the Pentacrest at the University of Iowa and on the Kirkwood Community College campus, and course training opportunities. City staff acquired quotes and will implement tree replacement plan for both IRL CAM District (Watts Managed) and for Non-CAM District (City managed). The trees will be planted in November. 5th Street Civic Space design proposals are due November 12 and a selection will be made by November 17 for the November 23 Council meeting. Staff continue to work on projects to rehabilitate the Coralville Community Aquatic Center. Interior beam support work has been completed with two support posts added to take some of the weight off of an interior CMU wall that appears to not have been properly built when the aquatic center was constructed. The roof contractor is to be on site yet this month. The outdoor shower walls will be repaired either in December if we get a streak of 4 days over 40 degrees or in the spring. A yellow with colored flecks burnished block was selected instead of a glazed block, which pricing has increased to almost twenty times that of burnished block. Staff are also working on selection of new outdoor lockers. Proud is working to attain pricing for hiring a consultant to a conceptual plan for an indoor aquatic competition center so that funds can be set aside for this design. The design will be necessary to start work on this partnership with the ICCSD. The City of Coralville celebrated over 33,300 rounds of golf; this is the highest year of golf rounds. The City of Coralville will be celebrating the upcoming 10 year anniversary of the Coralville Center of Performing Arts. A REAP Grant for the 60 acres on the Colony Property with the parcel completion was accepted. Alternate grants and monies will be required for a dog park; REAP monies may not be utilized. Commission Member Kyle McEvilly The ribbon tying event was well attended for the bridge dedication and unveiling during the Iowa River Corridor Grand Opening on October 20th. Commission Member Marti Mount In the Cedar Rapids Gazette, Mount shared an article featuring the hard surface soccer courts which were repurposed from tennis courts to play futsol soccer. Commission Member Dhuha Tawil No comment Commission Member Alex Taylor Kudos to Alex and the Parks crew on the trails. Taylor noted that the expansions in the woodland areas will be nice additions.
