2. Tai called the meeting to order at 5:07 pm
3. Review Minutes:
a. Review Minutes Nov 7, 2022
4. New Business:
a. Meeting Nov 18, 2022 - Rachel Medina, Mayor - City of Cortez
i. can ask city council for funding - Drew Sanderssays no
1. can raise funds
a. need to set up a revenue account
b. can’t do a multi-year project, has to be done in same calendar
year
c. if we are going to have an event, do a business plan and the city
can provide seed money and then we will pay it back through
vendors fees, etc.
d. anything beyond paying back the city would be committee
money to fund committee projects with
e. they pass budget at end of October
i. so they are starting in September
ii. if we are doing at end of year, we could do a pass
through like LOR or Cultural Center
f. Drew Sanders wants to have a more detailed meeting about this
if we want
i. modified accrual system
ii. have project sets by July
iii. this is not a budget request or line item, just a
placeholder for use in following calendar year
g. Scott Baker - city grant administrator may be able to assist
ii. email situation
1. use Rachael Marchbanks or Isabella Sharpensteen to send out the
emails for us
2. too much liability and cost with adding an extra email license
3. they have a survey monkey account
4. perhaps talking more about it later
iii. lodgers tax
1. charter issue - requires money collected from tax to either go toward
city beautification and tourism

a. could tie it to “city beautification”
b. ours city lodger’ tax is 2 % which is relatively small compared to
other places where it is easily 10% or more
c. Drew Sandersis advocating for raising it
d. may become a council issue - start showing up and being
involved because it will come back up again soon
e. previous conversations about increasing lodgers tax have
included the conversation of an events center possibly at the
fairgrounds
f. David Rainey mentioned that we could do co-
sponsoring/partners situations
i. also creating awareness and being involved
g. city beautification grants program $300.00
i. Rachael wants to increase this for facade improvement
ii. Mancos got DOLA funding for up to 80% facade
improvements
iii. David Rainey mentioned that a scrapbook with statistics
would be good to show facade improvements
(before/after)
iv. Becky Levymentioned the Sunflower Theatre used to be
unattractive and then they redid their facade and it
really helped get businesses to also invest in their own
facades
v. Colorado Preservation Inc to assist with upgrade to
Cultural Center
b. Meeting Nov 18, 2022 - Tami Graham - previously with CCI
i. need to set up additional meetings for follow up
ii. CCI annual summit
1. city not willing to provide stipend or funds for travel
2. we could fundraise for that though - possibly LOR
c. Meeting Nov 22, 2022 - TJ Zark, Mancos Creative District
i. mostly about the situation with the bison mural - Chip Thomas
5. Old Business:
a. Review 2023 meetings and make adjustments if necessary *next page*
i. move meeting date?
1. proposed to move meeting to first thursday of the month - need David
Rosshere to vote
b. Lodgers Tax beautification project - Rachael Marchbanks
i. mural repair?
ii. Drew Sandersasked to have us come up with general concepts
1. standard memo, three or four ideas, not super detailed
2. ask Rachael Marchbanks or Isabella Sharpensteenfor help

c. Ute Mountain Tribe collaboration - David Rainey
i. has started due to a large water project collaboration - lots of people came
together. all the heads and city managers of all the towns
ii. encourages trying to get Towaoc involved
d. Land’s End Foundry Tour/Paonia Creative District - Sam
