HISTORIC/ARCHITECTURAL BOARD Historic and/or Architectural Advisory Board City of Cortland SEPTEMBER 9, 2014 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, September 9, 2014, in the Mayor’s Conference Room at City Hall at 8:00 a.m. Present: Chairman Linda Kline, Commissioners Mary Ann Kane, Christine Barnes, Dan Dineen, Karina Murphy Absent: Commissioner Pam Abbott, Richard Stock Staff Present: Deputy Fire Chief Bill Knickerbocker, Zoning Officer Bob Rhea, Confidential Secretary to the Mayor; Shellie Blaisdell Approval of the August 12, 2014 minutes: Motion to approve the minutes of the August 12, 2014 meeting with one noted change. Motion by: Comm. Kane Seconded by: Comm. Barnes Ayes – 5 Nays – 0 Item #1 – 36 Main Street – (Tompkins Trust Company) – Add a directory for tenants on the second floor Craig Christopher with Cayuga Signs Inc. and Helen Talty with Tompkins Trust Company presented their application request of adding a directory to the front and back of building change logo and colors. The front façade sign is 10 ½”x3’ and material is translucent vinyl – over plastic with black trim edge. The acorn design and color remains the same. There is a change from the raised individual letters to projecting-free-floating. Lighting: this is backlit and existed prior therefore is allowed to continue as backlit. The signs will be located at the left corner of the mains street elevation and in the back at the wide column to the left of the building. (No light on the back). Consideration of the lighting on the front – feels there is a need to show light and color to attract more to downtown-Main Street is “dark”. There are sources of light – and in the Historic District-tend to shy away from the type of lighting proposed. TTC would like to communicate who they are. With the back lit sign feels it will accomplish a tasteful and subtle sign. Linda Kline expressed concern there are no other signs back lit on Main Street and is not typical of the past precedent by the Historic Commission. Decision of Commission: A motion was made by Comm. Murphy to approve the application as presented including the lighting being back lit and is seconded by Comm. Dineen. Dineen Approved: Ayes – 5 Nays – 0 Item #2 – 31 Main Street – (Tom and Shannon Terwilliger) – Sign exceeds linear to square feet Tom and Shannon Terwilliger were present to answer questions of the board. The ZBA has already approved the Area Variance needed. The proposal is to allow for two signs for the new business – 1 façade sign and 1 projecting sign. The façade sign is 3’x15 ½”, material is black omega. The colors, lettering and decorative border: cast white vinyl - background with UV print with UV lamination for full color as part of the loge: multi colors-green, yellow, burgundy blue, white. The projecting sign is circular with MDO board for material. – will be done with a digital UV print with UV lamination for full color. It hangs from a decorative scroll bracket. It is ten feet from the ground. Decision of Commission: A motion was made by Comm. Dineen to approve the application as presented and is seconded by Comm. Barnes. Motion by: Comm. Barnes Approved: Ayes – 5 Nays – 0 Item #3 – 51-55 Main Street – (Emanuel Pathos) – Remove current fixed awning; Provide extended band with dental work to façade; install a door The proposal is to remove the existing fixed awning, provide extended band with maintenance work, installing a new door, and extending the band. Due to the timeline, there are many things that will affect this project. It may be determined on new tenants-Emanuel Pathos will want to maximize the rental. This property is utilizing a grant and will need to follow requirements set by the terms of the grant. With not knowing the tenants, applicant is preparing for a potential of three renters. For the façade – the current cedar shake shingled awning will be removed. The existing wood band will have dentil work with the brackets, moldings and new storefront. On the West Court Street side- will install a new door on the east side of the building where one had previously existed but was filled in with brick. The upper half round will remain with the new door installed below it. Glass sidelight will be on each side of the door in aluminum frame and glass. The color is anodized bronze alumni. There is no lighting or signage planned on this side. Decision of Commission: A motion was made by Comm. Kane to approve the application as presented and seconded by Comm. Barnes. Motion by: Comm.
