The City Council meetings are presented in a hybrid format, both in-person at City Hall and
virtually via Zoom Webinar. Pursuant to the Governor's Executive Order N-08-21 the City
Council Members and staff may choose to participate in person or by video conference .
You may participate via the following options:
1. Attending in person: All attendees are required to wear a face covering at all times while in
the Council Chambers or City Hall. Please maximize spacing by utilizing all seating in the
Chambers.
2. Members of the public can view the City Council meetings live on COSTA MESA TV

4. Additionally, members of the public who wish to make a written comment on a specific
agenda item, may submit a written comment via email to the City Clerk at
cityclerk@costamesaca.gov. Comments received by 12:00 p.m. on the date of the meeting
will be provided to the City Council, made available to the public, and will be part of the
meeting record.
5. While the City does not expect there to be any changes to the above process for
participating in this meeting, if there is a change, the City will post the information as soon as
possible to the City’s website.
Note that records submitted by the public will not be redacted in any way and will be posted
online as submitted, including any personal contact information. All pictures, PowerPoints,
and videos submitted for display at a public meeting must be previously reviewed by staff to
verify appropriateness for general audiences. No links to YouTube videos or other streaming
services will be accepted, a direct video file will need to be emailed to staff prior to each
meeting in order to minimize complications and to play the video without delay. The video
must be one of the following formats, .mp4, .mov or .wmv. Only one file may be included per

A minimum number of hard copies of the agenda will be available in the Council Chambers.

SAFETY CONCERNS FOR THE PUBLIC
RECOMMENDATION:
Staff recommends the City Council adopt Resolution 2021-xx to allow the City to
continue conducting City Council, Commission, and Committee meetings
remotely as needed via Zoom due to:
· The current State of Emergency and global pandemic, which continues to
directly impact the ability of the members of the City’s legislative bodies to
meet safely in person; and
· Federal, State and/or local officials continue to impose or recommend
measures to promote social distancing.

6. SECOND READING AND ADOPTION OF ORDINANCE NO. 21-400
2021-16, AMENDING CHAPTER IV (GARBAGE, RUBBISH AND
WEEDS) OF TITLE 8 (HEALTH AND SANITATION) OF THE
COSTA MESA MUNICIPAL CODE TO IMPLEMENT THE
REQUIREMENTS OF SB 1383 (MANDATORY ORGANIC WASTE
DISPOSAL REDUCTION)
RECOMMENDATION:
Staff recommends the City Council give second reading to and adopt Ordinance
No. 2021-16 (Attachment 1), amending Chapter IV (Garbage, Rubbish and
Weeds) of Title 8 (Health and Sanitation) of the Costa Mesa Municipal Code to
implement the requirements of SB 1383 (mandatory organic waste disposal
reduction).

RECOMMENDATION:
Staff recommends that the City Council adopt the City’s Core Values, amended
Three Year Strategic Plan Goals, and new Six Month Strategic Objectives
developed at the Strategic Planning Workshop held on Monday, September 27,
2021.

Staff recommends that the City Council form, by nomination and confirmation, a
two or three-member Housing Ad Hoc Committee, to participate and advise on

ongoing compliance with State housing element law.

ENTER INTO AN AGREEMENT WITH THE CITY TO JOIN THE
CSCDA CIA TO ENABLE THE PURCHASE OF 580 ANTON
BOULEVARD AND ITS POTENTIAL CONVERSION INTO
WORKFORCE HOUSING VIA $171 MILLION IN BONDED DEBT
AND A 35 YEAR PROPERTY TAX WAIVER
RECOMMENDATION:
Staff recommends that the City Council deny the request by the California
Statewide Communities Development Authority Community Improvement
Authority (CSCDA CIA) to enable the purchase of the 580 Anton Boulevard
property via $171 million in government affiliated bonded indebtedness and a 35
year property tax waiver for potential conversion into workforce housing.
