Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Any comments that are not at the microphone are out of order and will not be a part of the public record. Special Council Meeting Minutes • Recommendation: Approve the January 8, 2018 special meeting minutes of the City Council (City Clerk) 2. Warrant Claims List • Recommendation: Receive and file the warrant claims list for the period December 30, 2017 through January 12, 2018 (Finance Director) 3. Payroll Report • Recommendation: Receive and file the biweekly payroll report for the period ending January 6, 2018, paid January 12, 2018 (Finance Director) 4. Budget-to-Actual • Recommendation: Receive and file the Budget-to-Actual Report for December 2017 (Finance Director) 5. Quarterly Cash and Investments Report • Recommendation: Receive and file the quarterly cash and investments (Finance Director) 6. Investment Policy update – Resolution 2018-13 • Recommendation: Adopt Resolution 2018-03 approving the 2018 City of Crescent City Investment Policy (Finance Director) 7. Debt Policy update – Resolution 2018-04 • Recommendation: Adopt Resolution 2018-04 approving the 2018 City of Crescent City Debt Policy (Finance Director) 8. CDBG food bank subrecipient agreement  City of Crescent City Special Meeting Agenda January 22, 2018 • Recommendation: Approve subrecipient agreement between the City of Crescent City and the Family Resource Center of the Redwoods to provide food bank services under the 16-CDBG-11136 contract and direct Interim City Manager to sign the agreement. Agreement between the City of Crescent City and CalTrans • Recommendation: Authorize the Interim City Manager to sign the License Agreement with Caltrans for the purpose of permitting the placement of a radio antenna and related equipment on then City’s Wastewater Treatment Plant. (Public Works Director) 12. Sister City Delegation trip to Rikuzentakata, Japan • Recommendation: Consider authorizing the Mayor and Mayor Pro Tem to represent the City in a Sister City Delegation trip to Rikuzentakata, Japan on February 10 through February 17, 2018. • Recommendation: Consider authorizing the travel expenses not being paid for by Rikuzentakata, Japan be reimbursed by the City up to $400 per City Council Representative CITY COUNCIL ITEMS ➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City of Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters. ➢ City Manager Report and City Council Directives - Pursuant to Crescent City Municipal Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the administrative services of the city, and provide direction with respect to subordinates of the city manager. (Directives from individual Council Members that are not objected to by any member present shall be considered an order of the City Council.) ➢ Reports, Concerns, Referrals, Council travel and training reports – In accordance with Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports on their own activities. They may ask questions for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda.
