City of Crescent City Regular Meeting Agenda June 4, 2018 OPEN SESSION Call to order Roll call Pledge of Allegiance REPORT OUT OF CLOSED SESSION PUBLIC COMMENT PERIOD Any member of the audience is invited to address the City Council on any matter that is within the jurisdiction of the City of Crescent City. Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Any comments that are not at the microphone are out of order and will not be a part of the public record. After receiving recognition from the Mayor, please state your name and city or county residency for the record. Public comment is limited to three (3) minutes. The public is additionally allotted three minutes each in which to speak on any item on the agenda prior to any action taken by the Council. CEREMONIAL ITEMS - None REPORTS AND PRESENTATIONS 1. Regular Council Meeting Minutes • Recommendation: Approve the May 10-11, 2018 budget workshop minutes of the City Council and the May 21, 2018 regular meeting minutes of the City Council. (City Clerk) 3. Warrant Claims List • Recommendation: Receive and file the warrant claims list for the period May 12, 2018 through May 25, 2018 (Finance Director) 4. Continued Public Hearing: Annual Fee Schedule update • Recommendation: Open public hearing • Receive staff report • Receive public comment • Consider and approve Resolution 2018-21 adopting the revised fee schedule, to be effective July 1, 2018 6. Fiscal Year 2018-19 Budget and Appropriations Limit • Recommendation: Open public hearing • Receive staff report • Take public comment • Close public hearing • Adopt Resolution 2018-26 adopting the FY 2018-19 budget • Adopt Resolution 2018-27 approving the FY2018-19 GANN Limit annual adjustment factors 7. Adoption of Sidewalk Ordinance No. 801 • Recommendation: Hear staff report. • Take public comment. • Consider, adopt and waive full reading of Ordinance No. 801, AN ORDINANCE AMENDING SECTION 12.04.030, IMPROVEMENTS REQUIRED, OF CHAPTER 12.04, CURBS, GUTTERS AND SIDEWALKS, OF TITLE 12, STREETS, SIDEWALKS AND PUBLIC PLACES OF THE CRESCENT CITY MUNICIPAL CODE. (Community Development Director) CONTINUING BUSINESS - None NEW BUSINESS 8. Introduce Ordinance No. 803, Cannabis Cultivation for personal or medical use. • Recommendation: Hear staff report • Take public comment • Introduce and waive full reading of Ordinance No. 803, AN ORDINANCE ADDING CHAPTER 17.94, CANNABIS CULTIVATION FOR PERSONAL OR MEDICAL USE, AND AMENDING CHAPTER 17.93, STANDARDS FOR MARIJUANA, TO CHAPTER 17, ZONING, OF THE CRESCENT CITY MUNICIPAL CODE. 9. Cancellation of June 18th meeting to reschedule to June 12th City of Crescent City Regular Meeting Agenda June 4, 2018 CITY COUNCIL ITEMS ➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City of Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters. • Consider sending a letter of support or opposition to the California State Budget request – Funding to Strengthen Disaster Response • Consider sending a letter of support or opposition to the California State Budget request – Support for Homelessness Funding ➢ City Manager Report and City Council Directives - Pursuant to Crescent City Municipal Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the administrative services of the city, and provide direction with respect to subordinates of the city manager. (Directives from individual Council Members that are not objected to by any member present shall be considered an order of the City Council.) • Support letter sent on behalf of the City of Crescent City to Building Healthy Communities, signed by the Mayor. ➢ Reports, Concerns, Referrals, Council travel and training reports – In accordance with Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports on their own activities. They may ask questions for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda.
