Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Housing Authority Meeting Minutes • Recommendation: Approve the March 16, 2020 regular meeting minutes of the Crescent City Housing Authority. - Business Items – None - Public Hearing - None - New Business 4. Application for 40 Mainstream Vouchers • Recommendation: Hear staff report • Receive public comment • Ratify the Crescent City Housing Authority’s application for 40 mainstream housing vouchers - Director’s Report - None - Adjourn to the next regular meeting of the Housing Authority on October 19, 2020. CONSENT CALENDAR 5. Council Meeting Minutes • Recommendation: Approve the September 21, 2020 regular meeting minutes of the City Council. 6. Payroll Report • Recommendation: Receive and file the biweekly payroll report for the period ending August 15, 2020 paid August 21, 2020. 8. Confirming a Local Emergency Continues to Exist • Recommendation: Adopt Resolution No. 2020-83, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY CONFIRMING A LOCAL EMERGENCY CONTINUES TO EXIST 9. Surveying Budget Adjustment • Recommendation: Adopt Resolution No. 2020-84, A RESOLUTION OF THE CITY COUNCIL OF CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2020-21 BUDGET 10. Petition for Zoning Change for City Parcel in County from Residential (R-1) to Commercial (C-1) • Recommendation: Authorize the City Manager to sign a general petition to be submitted to the County to request the City owned parcel 120-280-017 be amended from R-1 Zoning to C-1 Zoning 11. Hydrant and Streetlight Relocate for Caltrans ADA Project • Recommendation: Authorize the City Manager to sign and file notice of completion for Hydrant and Streetlight Relocate Projects and file all other documents that may be required to gain reimbursement from Caltrans. 12. First Amendment to MOU with Elk Valley Rancheria for Water and Sewer Services • Recommendation: Authorize the City Manager to execute the First Amendment to the Memorandum of Understanding between the City of Crescent City and the Elk Valley Rancheria, California for Potable Water Wheeling and Wastewater Services REPORTS AND PRESENTATIONS - None PUBLIC HEARINGS - None CONTINUING BUSINESS 13. Introduction of Beach Fire Regulations Ordinance • Recommendation: Hear staff report • Receive public comment • Waive full reading, read by title only and introduce Ordinance No. 824 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING SECTION 12.20.030, RESTRICTION ON LOCATION AND USE OF BEACH FIRES ON CERTAIN PUBLIC BEACHES, OF CHAPTER 12.20.030, PARK REGULATIONS, OF TITLE 12, STREETS, SIDEWALKS AND PUBLIC PLACES, OF THE CRESCENT CITY MUNICIPAL CODE 17. CCPD Crime Free Multi-Housing Program • Recommendation: Hear staff report • Receive public comment • Direct staff to re-implement the Crime Free Multi-Housing Program 18. Shoreline RV Park Update • Recommendation: Hear staff report • Receive public comment • Adopt Resolution No. 2020-85, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AMENDING THE FISCAL YEAR 2020-21 BUDGET AND UPDATING THE POSITION CONTROL • Provide direction to staff on park name and logo change • Authorize staff to limit stays to 30 consecutive days • Authorize staff to move forward on Application and Space Agreement for stays eight days or longer 19. The California Endowment Economic Resiliency Grant • Recommendation: Hear staff report • Receive public comment • Authorize the City Manager to submit a grant application to The California Endowment in the amount of $100,000 to economic resiliency within Del Norte County CITY COUNCIL ITEMS ➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City of Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters. ➢ City Manager Report and City Council Directives – Pursuant to Crescent City Municipal Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the administrative services of the City and provide direction with respect to subordinates of the City Manager. (Directives from individual Council Members that are not objected to by any member present shall be considered an order of the City Council.) • Beachfront Park Master Plan Update ➢ Reports, Concerns, Referrals, Council travel and training reports – In accordance with Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports on their own activities.
