9/9/2024 Minutes Attendance: Angie Volkman (Clerk), Jana Nolden (Treasurer), Craig Schmelzer (Town Patrolman), Residents: Dennis & Ruth Kohlmeyer, Nancy & Paul Roth, Katrina Galle, Barb Taylor, Tim Herbselb, Jamie Ballweg Pierce, Jennifer Perske and Kendra Tutsch Board: Dave Koenig, George Dorn, Richard Haag 1. Call meeting to order. Meeting was called to order at 6:30pm by Dave Koenig, Town of Dane Chair. 2. Agenda Confirmation. Agenda Confirmed. 3. Minutes from previous meeting: August 5, 2024. Motion by Dorn, second by Haag to approve minutes from 8/5/2024 meeting. Motion carried unanimously. 4. Treasurer’s report will be presented. Motion by Haag, second by Dorn to accept the Treasurer’s Report as presented. Motion carried unanimously. 5. Public Input. None. 6. EMS Report. Rich Haag informed the Board that Waunakee EMS met on August 8, 2024. During this meeting, they approved the expenditures statement and the minutes. The Chief also presented his report and the draft budget for 2025. Waunakee noted that discussion are ongoing regarding the district border with Town of Springfield EMS. Rich also mentioned that Lodi EMS did not hold a meeting last month, so there are no updates to report. 7. Recycling Committee Report. Rich Haag reported to the Board that the Transfer Site is consistently busy. Unfortunately, despite the Town’s efforts, it continues to be used during off- hours when it is not monitored. 8. Fire District Report. George Dorn reported that the Fire Department met on August 26,2024. Their next meeting is scheduled for September 30,2024, where they will discuss the budget. During the recent meeting, they also processed payments for bills. 9. Election Update: Nov 5, 2024, General Election. Kendra Tutsch informed the Board that an email was sent to our poll workers, and we received a 100% response. She also mentioned that Barb Taylor has expressed interest in assisting with elections. We will need to appoint Barb at the next meeting and ensure she receives training to help with the November election. Additionally, absentee ballots must be mailed out by September 19,2024. 10. Public Works: a. Ditches, Blacktopping Culverts. Dave reported that the ditches are still active and that the blacktop work will commence once the culverts are completed. b. Larry Wipperfurth for snowplowing. Both Rich and George are supportive of Larry assisting Craig with snow plowing this winter, just as he did last year. c. Sale of the Grader. Rich reported to the Board that WI Surplus helped the TOD sell the Grader. Grader sold for $17,500. d. Right of Way Letter. Dave noted the need to clean up the right-of-way for the TOD. Farmers are planting too close, which is damaging the road shoulders and causing the edging to break away, leaving the ground soft. e. Quarry. As anticipated, Tri-County has filed an appeal. Tri-County will have 40 days from the date the record is filed to file its brief, at which point we will have 30 days to respond. It can take a while for the Court of Appeals to issue opinions once briefing is completed, so it will be sometime next year before we have a decision. 11. Goeden Farm Certified Survey and Rezone 12108. CSM is not clear, and the Town needs more information so we will table approving the CSM & rezone. 12. Matt and Tracy Jesse variance and building permit. Dave reported that Matt & Tracy have asked to table the discussion of the variance and building permit. 13. Rezone Petition 12099-Adam and Sara Wipperfurth. We approved this petition at the last meeting. 14. Comprehensive Plan. Dave reported that the plan is newer that we initially thought; it was revised in 2017, so we are still within the 20-hear timeframe. However, we do want to update the section regarding quarries, as it lacks sufficient details. 15. Stewart Rd Culvert Update. Dave reported that the DNR has the paperwork regarding sizing and planning. Once we received that back, we can proceed to send out bids. 16. Garage Door and Openers for Shop-Action Possible. Dave reported that a new garage door costs $9,000, and an opener is $1,200, with a total of two openers needed. Motion by Dave Koenig, second by Rich Haag to approve the garage door and openers. Motion carried unanimously. 17. 2025 Budget Workshop. 10/14/2024 at 5:30pm at the Town Hall. 18. Correspondence to be presented-No Action. None 19. Bills to be paid. Motion by Rich Haag, second by Geroge Dorn to pay the bills. Motion carried unanimously. 20. Set next meeting date October 7,2024. Confirmed. 21. Adjourn.
