PUBLIC HEARING MINUTES COMMUNITY DEVELOPMENT BLOCK GRANT ECONOMIC DEVELOPMENT FEBRUARY 18, 2025 The Public Hearing was called to order by Mayor Mike McDermott at 6:45 PM. Present at the Public Hearing were: Mayor Mike McDermott, Dale Klemme of Community Development Alternatives, Inc., Allison Taylor of Lafayette County Economic Development and Tourism, Cindy Corley, Dave Roelli, Steve Pickett, Kerry Black, Joe Boll, and Amy Johnson. Leona Havens arrived at 6:50 pm and Szvon Conway arrived at 6:55 pm. The purpose of this public hearing was to allow for public comments on the CDBG project and funding progress for Wisconsin Whey Protein, Inc. Allison Taylor of Lafayette County Economic Development and Tourism attended the meeting to present information and answer questions. The following items were discussed: • Review of CDBG funds awarded and received to date. Wisconsin Whey Protein, Inc was awarded a CDBG Grant in the amount of $179,000 with a matching fund of $181,000 for a total of $360,000, $154,000 has been received to date. • Description of CDBG project and activities. Machinery and equipment have been purchased and installed. • Presentation of Project Progress and CDBG activities completed. Semi-annual reporting has been submitted, fair housing actions, executed the grant agreement, and environmental review, and record keeping and financial systems have been established. • Identification of remaining CDBG project and activities to complete. Semi-annual reporting until the 20 positions have been filled, project needs to be completed by February 16, 2026. All job creations must be done by January 16, 2026. • No residential or business displacement or relocation has occurred due to this CDBG project; therefore, no assistance has been required. • Taylor reported on the several housing needs within the City of Darlington. • Those attending the meeting were given several opportunities to ask questions during this Public Hearing.
