CITY OF DARLINGTON COUNCIL PROCEEDINGS MAY 6, 2025 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were: Joe Boll, Cindy Corley, Steve Pickett, John Sonsalla, Kerry Black, and Dave Roelli. Absent: None. Also present were: Aaron Stauffacher, Jeff McCarthy, and Amy Johnson. Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted. Motion carried. Motion by Pickett, seconded by Boll, to approve the minutes of previous meetings with the correction of the names of who made the motions to approve the meeting notice posting and the minutes. Motion carried. Under new business, discussion was then held concerning an application for Temporary Class “B” Retailer’s License from Darlington Community Revitalization Inc., for a fenced-in area in the Darlington Festival Grounds from 5:00 pm June 13, 2025, through 12:00 am June 14, 2025. A copy of the license application was included in the agenda packet. After review and consideration, motion by Pickett, seconded by Roelli to approve the Temporary Class “B” Retailer’s License from Darlington Community Revitalization Inc., as presented. Motion carried. Discussion was then held concerning the following recommendation from the Water and Sewer Committee. The Water and Sewer Committee is recommending that Mexican Cheese Producers be billed $250,000.00 for unbilled sewer usage charges from 2021 to the present day. After consideration, motion by Boll, seconded by Pickett, to approve the recommendation as presented. Motion carried. Motion by Pickett, seconded by Boll, to approve the following April 2025 vouchers: City ACH Vouchers #243 thru #257 in the amount of $90,717.19; City vouchers #46524 thru #46611 in the amount of $196,946.44; Direct Deposit Payroll vouchers #15136 thru #15212 in the amount of $74,290.74; Library vouchers #6366; #6500 thru #6504 in the amount of $1,586.24; Sewer Dept. ACH voucher #22 thru #24 in the amount of $242,206.74; Sewer Dept. vouchers #8199 thru #8220 in the amount of $89,455.53; Water Dept. ACH voucher #39 thru #41 in the amount of $156,532.58; Water Dept. vouchers #7599 thru #7619 in the amount of $331,721.45. Alderperson Cindy Corley reported on the Library Board meeting held on Monday, April 28, 2025. Mayor McDermott reported on the Lafayette Development meeting held on May 5, 2025. Motion by Roelli, seconded by Corley, to go into closed session in accordance with Section 19.85(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; 19.85 (1)(g) to confer with legal counsel on a claim against the City of Darlington. Motion by Roelli, seconded by Boll, to reconvene to regular session in accordance with Section 19.85(2) Wis. Stats. to take action regarding the purchasing of public properties, the investing of public funds, or conducting other specified public business; to take action concerning a claim against the City of Darlington, and to adjourn the meeting. After discussion and consideration, motion by Pickett, seconded by Sonsalla, to approve the offer to purchase with Jeff Schuetz for $7,500.00 more than the approved Fair Market Value price set by FEMA for the demolition and acquisition of the property located at 123 E River Street. All ayes. Motion carried. After discussion and consideration, motion by Boll, seconded by Pickett, to approve the offer to purchase with Larry Burns for $13,000.00 more than the approved Fair Market Value price set by FEMA for the demolition and acquisition of the properties located at 220 Wells St. and 130 E Alice St. Sonsalla abstained. Motion carried There being no further business for this meeting, motion by Roelli, seconded by Black, to adjourn the meeting at 7:40 PM. Motion carried. CITY OF DARLINGTON Amy L.
