CITY OF DARLINGTON COUNCIL PROCEEDINGS
MAY 20, 2025
The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were:
John Sonsalla, Kerry Black, Dave Roelli, Joe Boll, Cindy Corley, and Steve Pickett. Absent: None. Also
present were: Kim Winslow, Heather Blosch, Jeff McCarthy, Jess Westerman, and Amy Johnson.
Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, seconded by Corley, to approve the minutes of previous meetings with
the correction of the names of who made the motions to approve the meeting notice posting and the
minutes. Motion carried.
Mayor McDermott reported that the flower pots on Main Street have been planted in time for
Memorial Day. Mayor McDermott also introduced the new Darlington Chamber/Main Street Executive
Director, Jesse Westerman.
Under new business, a discussion was held concerning the bids received for sealcoating sections
of City streets: Clay Street from Driver Street to County Highway F, Park Drive from County Highway F
to Clay Street, and Division Street from County Highway F to Driver Street. Copies of the bids and a
map were included in the packets. Two bids were received: one from the Lafayette County Highway
Department for $38,000.00 and one from Struck & Irwin Paving, Inc. for $86,467.00. After discussion
and consideration, motion by Pickett, seconded by Sonsalla, to accept the bid from Lafayette County
Highway Department. Motion carried.
Discussion was then held concerning the following recommendations from the Finance and
Personnel Committee, adjusting the work week schedules for the Department of Public Works and the
City Office Personnel.
The recommended work week schedule for the Department of Public Works is a nine-hour
workday Monday through Thursday, and a four-hour workday on Friday. Motion by Roelli,
seconded by Sonsalla, to approve the new work week schedule for the Department of Public
Works as presented. All ayes. Motion carried.
The recommended work week schedule for the City Office Personnel is an eight-and-a-half-hour
workday Monday through Thursday, and a six-hour workday on Friday. Motion by Roelli,
seconded by Black, to approve the new work week schedule for the City Office Personnel as
presented. All ayes. Motion carried.
Discussion was also held concerning RFP advertisements for the FEMA acquisition project.
After discussion and consideration, motion by Black, seconded by Roelli, to approve the RFP
advertisements as presented and authorize Jeff McCarthy to publish them in the newspaper. Motion
carried.
Alderperson Cindy Corley reported on the Library Board meeting held on Monday, May 19, 2025.
There being no further business for this meeting, motion by Roelli, seconded by Pickett, to
adjourn the meeting at 7:18 PM. Motion carried.

Resolutions.
(a) Discussion and action concerning bids received for sealcoating sections of City streets:

and Division Street from Co. Hwy F to Driver Street.
(b) Discussion and action concerning the following recommendations from the Finance and
Personnel Committee:

(c) Discussion and action concerning RFP advertisements for the FEMA acquisition project.
