CITY OF DARLINGTON COUNCIL PROCEEDINGS JUNE 3, 2025 The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were: Joe Boll, Cindy Corley, Dave Roelli, John Sonsalla, and Steve Pickett. Absent: Kerry Black. Also present were: Jeff McCarthy, Jesse Westerman, and Amy Johnson. Motion by Pickett, seconded by Roelli, the meeting notice and agenda were properly posted. Motion carried. Motion by Sonsalla, seconded by Pickett, to approve the minutes of previous meetings. Motion carried. Mayor McDermott reported that the Canoe Fest Parade will be held on Ohio Street this year and invited all Council members to ride in a City truck in the parade. Under new business, a discussion was held concerning the recommendation from the Water and Sewer committee to approve the 2024 Compliance Maintenance Annual Report. Motion by Pickett, seconded by Boll, to approve the 2024 Compliance Maintenance Annual Report as presented. Motion carried. Discussion was then held concerning the recommendation from the Water and Sewer committee to approve Resolution 2025-03, Compliance Maintenance Resolution. Motion by Roelli, seconded by Sonsalla, to approve Resolution 2025-03 Compliance Maintenance Resolution as presented. Motion carried. Discussion was also held concerning the following recommendations from the Plan Commission.  Resolution 2025-04, A Resolution to Name a City Street. The recommendation was made to name the street “Walnut Ridge Drive”. After discussion and consideration, motion Pickett, seconded by Roelli, to approve Resolution 2025-04, A Resolution to Name a City Street “Walnut Ridge Drive.” Motion carried.  Resolution 2025-05, A Resolution to Name a City Street. The recommendation was made to name the street “Maple Street”. After discussion and consideration, motion Pickett, seconded by Roelli, to recommend to the Council the approval of Resolution 2025-05, A Resolution to Name a City Street “Maple Street.” Motion carried. Discussion was then held concerning quotes received for a grapple bucket for the Bobcat. Three bids were received.  K & L Bobcat for a 68” grapple bucket for the amount of $4,550.00.  Metz Welding for a 68” grapple bucket for the amount of $3,100.00.  Metz Welding for a 74” grapple bucket for the amount of $3,150.00 After discussion and consideration, motion by Corley, seconded by Roelli, to accept the quote from Metz Welding for the 74” grapple bucket for the amount of $3,150.00. Motion carried. A discussion was held concerning the proposed Lease Agreement between the City of Darlington and Southwest Wisconsin Technical College for space leased on the second floor of the City of Darlington Municipal Building. Motion by Pickett, seconded by Roelli, to approve the lease agreement as presented. Discussion was then held concerning an application for Temporary “Class B” Retailer’s License from Beowulf MC Ltd., for all buildings within the City limits at the Lafayette County Fairgrounds, Louisa Street, and Clay Street. A copy of the license application was included in the agenda packet. After review and consideration, motion by Pickett, seconded by Roelli, to approve the Temporary “Class B” Retailer’s License application from Beowulf MC Ltd., as presented. Corley Absatined. Motion carried. Discussion was held concerning approval of the Renewal Alcohol Beverage License Applications for the license period from July 1, 2025, to June 30, 2026. A copy of the list of Alcohol Beverage License Applications was included in the agenda packet. After review and consideration, a motion was made by Sonsalla, seconded by Pickett, to approve the Renewal of the Alcohol Beverage License Applications for the license period from July 1, 2025, to June 30, 2026. Motion carried. Motion by Pickett, seconded by Roelli, to approve the April 30, 2025, financial statements for the City, Water Department, and Sewer Department as presented. Motion carried. Motion by Roelli, seconded by Pickett, to approve payment of the following May 2025 vouchers: City ACH Vouchers #258 thru #276 in the amount of $86,414.03; City vouchers #46612 thru #46685 in the amount of $216,235.51; Direct Deposit Payroll vouchers #15213 thru #15279 in the amount of $71,530.21; Library ACH Vouchers #12 thru #13 in the amount of $5,122.04; Library vouchers #6505 thru #6508 in the amount of $1,313.70; Sewer Dept. ACH voucher #25 in the amount of $1,268.51; Sewer Dept. vouchers #8221 thru #8237 in the amount of $438,095.85; Water Dept. ACH voucher #42 in the amount of $1,268.49; Water Dept. vouchers #7620 thru #7636 in the amount of $22,151.62. Motion carried. Joe Boll reported on the Park & Recreation committee meeting held on May 28, 2025. Cindy Corley reported on the Library Board meeting held on June 2, 2025 and another special meeting will be held on June 4, 2025.
