FINANCE AND PERSONNEL COMMITTEE MEETING MINUTES SPECIAL MEETING JANUARY 13, 2026 The meeting was called to order by Mayor McDermott at 7:15 PM. Present at roll call were: Steve Pickett, Kerry Black, Mayor McDermott, and Dave Roelli. Absent: None. Also present were: Dave Lindecker, Joe Boll, Cindy Corley, John Sonsalla, Dan Dreessens with Delta 3 Engineering, Inc., and Amy Johnson. Motion by Pickett, seconded by Black, that the meeting notice and agenda were properly posted. Motion carried. Under new business, motion by Roelli, seconded by Pickett, to go into closed session in accordance with Section 19.85 (1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session and Section 19.85(1)(c), considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Roll Call Vote: All Ayes. Motion carried. Dan Dreessens left the meeting at 7:35 PM. Motion by Pickett, second by Roelli, to reconvene to regular session in accordance with Section 19.85 (2) Wis. Stats. to take possible action regarding the purchasing of public properties, the investing of public funds, or conducting other specified public business, and to take possible action regarding employment, promotion, compensation, or performance evaluation data of a public employee; and to adjourn the meeting. Roll Call Vote: All Ayes. Motion carried. After discussion and consideration, motion by Pickett, seconded by Black, to recommend to the Council the approval of the proposal received from Jessica Saalsaa for the acquisition of a Sewer and Utility easement for the Walnut Ridge Subdivision. Jessica is requesting a monetary payment of $10,000.00 and Outlot 3 shown on the preliminary plat of the Walnut Ridge subdivision, with the agreement that the City fills the Outlot during the development process. Motion carried. After discussion and consideration, motion by Roelli, seconded by Black, to deny the request for using a City vehicle to commute to and from work. Motion carried.
