Johnson Public Library Board of Directors Meeting Monday June 23, 2025 1. Call to order by Vice-President Sonja Wiegel at 6:30 p.m 2. Roll Call- Cindy Corley, Sonja Wiegel, Matt Walter, Patti Taylor, Janet Trout and Candi Fitzsimons. Absent Alex Santacruz and Carly Winslow 3. Motion the meeting notice and agenda were properly posted- Motion by Matt and seconded by Shawn. Motion carried. 4. Approval of previous meeting minutes- Motion by Cindy and seconded by Patti to approve all previous meeting minutes from June 2, June 4 and June 9, 2025. Motion carried 5. Comments and suggestions from citizens or other parties interested present-none 6. Unfinished business of the board from previous meeting- The board welcomed Janet Trout as the new library director. Janet reported on all of June past library events for the children’s summer reading program and adult summer library programs. 7. New business- A. Nomination of officers- Cindy stated the board bylaws state election of officers must occur annually at the first regular meeting after July 1. Article 4, Meetings, Section 2- Annual Meeting states The annual meeting, which shall be for the purpose of the election of officers, shall be held at the time of the regular meeting in July of each year. It does not state in the bylaws that nomination of officers are held at the prior meeting. (past years meeting minutes show elections were held in July). Candi stated we will have nominations at this meeting and elect officers at the July meeting. Nominations for President, Vice President and Secretary- Matt nominated Sonja Wiegel for President and seconded by Shawn. Sonja nominated Matt Walter for Vice-President and seconded by Patti. Sonja nominated Cindy Corley for secretary and seconded by Shawn. B. Discussion regarding updating board bylaws- Cindy stated under the current bylaws Article IX Section 3 states how the board bylaws should be updated. Candi handed out newly printed bylaws and instructed the board members to review the current bylaws and compare them to the updated bylaws that are in the Trustee Essentials handbook for Public Library Trustees and bring back any suggested changes. Candi is also having someone come from the SWLS to assist with updating the library board bylaws. C. Discussion on hiring a new Children’s librarian- This position will be advertised on the City of Darlington website and in the Republican Journal for 2 weeks. This position is 10-20 hours per week with flexible hours with the wage at the current  children’s librarian wage. D. Discussion and action if necessary on hiring a part-time aide in the children room- Since Pat Gallagher retired and Janet was promoted and hired as the new library director someone will be needed to cover Pat’s position until a new children’s librarian is hired. This position will be for 20 hours total at $14.00 per hour. Motion by Matt and seconded by Shawn to hire Lin West. Candi suggested hiring Lin at the June 9, 2025 meeting when she notified the board that Pat was retiring. Board could not take action at that time since it was not on the agenda. Motion carried. E. Notice of new events- For this coming week, Bedazzle your book, Wicked Party at the Driver, Library directors meeting Friday June 27. F. Approval of vouchers- Motion by Cindy and seconded by Shawn to approve the May 2025 vouchers. Motion carried. 8. Shawn O’Brien is resigning from the library board due to other obligations. Shawn’s board position would be up in June 2027.Cindy reminded the board that state statue states that board members shall be appointed by the Mayor with approval of the governing board. (Wisconsin statues 43.17 and 43.54). Candi stated that it means the board can give names to the mayor and he approves them and he is to busy to appoint people to the library board. Matt Walter would be interested in being on the library board. Matt was appointed at the March 2024 meeting to fill the rest of Larry Handyman’s term, so Matt has served on the library board for 15 months. Could Matt fill the remainder of Shawn’s term which is 2 years? Larry started on the board in July 2019. Cindy stated she would pass this information on to the Mayor. 9.
