PLAN COMMISSION MEETING MINUTES OCTOBER 7, 2025 The meeting was called to order by Mayor Mike McDermott at 6:30 PM. Present at roll call were: Mayor McDermott, Dave Roelli, Joe Boll, Jeff McCarthy, and Fritz Hanewall. Absent: Kyle McCarville. Also present were: Dan Dreessens with Delta 3 Engineering, Inc., Jesse Westerman, Kerry Black, Attorney Aaron Stauffacher, John Sonsalla, Steve Pickett, and Amy Johnson. Motion by Roelli, seconded by Boll, that the meeting notice and agenda were properly posted. Motion carried. Motion by Roelli, seconded by McCarthy, to approve the minutes of the previous meeting. Motion carried. Under new business, a Public Hearing was held regarding a proposed change in zoning designation for the property located at 1040 Main Street, Darlington, WI 53530, parcel 216.0296.2000. The property owner is requesting a zoning change from the Residential District to the Highway Business District. The Notice of Public Hearing was published in the Republican Journal on September 18 and September 25, 2025, and copies of the Public Hearing and related information were mailed to all landowners within 200 feet of this property on September 16, 2025. Discussion was then held concerning this request. No objections were received at the City Office regarding the proposed zoning change. The property owner, Larry Burns, would like to build a storage shed on this property. The Highway Business District designation will require the landowner to obtain a conditional use permit for any use of the property. The Public Hearing was then closed. After further discussion and consideration, motion by McCarthy, seconded by Hanewall, to recommend to the Council the approval of the zoning change for the property located at 1040 Main Street, Darlington, WI 53530, 216.0296.2000 from the Residential District to the Highway Business District. All Ayes. Motion carried. Discussion was then held concerning vacating a portion of Christensen Drive in the Business Park. Copies of the request and a map of the area were included in the agenda packet. Dan Dreesens with Delta 3 Engineering, Inc., attended the meeting to present the information and answer any questions. Resolution 2025-06, a Preliminary Resolution to Vacate and Discontinue a Portion of Christensen Drive in the City of Darlington, Lafayette County, Wisconsin, pursuant to Wis. Stat. §66.1003, was discussed. After discussion and consideration, motion by McCarthy, seconded by Roelli, to approve Resolution 2025-06, a Preliminary Resolution to Vacate and Discontinue a Portion of Christensen Drive in the City of Darlington, Lafayette County, Wisconsin, Pursuant to Wis. Stat. §66.1003 as presented. Motion carried. A Notice of Public Hearing Regarding Discontinuance of Christensen Drive in the Business Park was presented for informational purposes. The Public Hearing will be held on Tuesday, November 18, 2025, at 6:30 PM, in the Council Chambers in the Darlington Municipal Building.  Discussion was then held concerning the proposed sign request from Pizza Pantry for their business located at 306 Main Street. Copies of the proposed sign/decal design and the Darlington Chamber/Main Street Building Façade Application approved by the Chamber Director, Jesse Westerman, were included in the agenda packet. After review and consideration, motion by Hanewall, seconded by McCarthy, to accept the proposed sign and building façade request for the building located at 306 Main Street as presented. Motion carried. Discussion was also held concerning the proposed sign request from Morrissey Printing for their business located at 335 Main Street. Copies of the proposed sign/decal design and the Darlington Chamber/Main Street Building Façade Application approved by the Chamber Director, Jesse Westerman, were included in the agenda packet. After review and consideration, motion by McCarthy, seconded by Hanewall, to accept the proposed sign and building façade request for the building located at 335 Main Street as presented. Motion carried. There being no further business for this meeting, motion by McCarthy, seconded by Roelli, to adjourn the meeting at 6:50 PM. Motion carried. CITY OF DARLINGTON Amy L.
