POLICE COMMITTEE MEETING MINUTES
OCTOBER 21, 2025
The meeting was called to order by Chairperson Dave Roelli at 5:45 PM. Present at roll call: Joe
Boll, Steve Pickett, John Sonsalla, Kerry Black, Cindy Corley, and Dave Roelli. Absent: Mayor
McDermott. Also present: Szvon Conway and Amy Johnson.
Motion by Pickett, seconded by Sonsalla, that the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, seconded by Boll, to approve the minutes of the previous meetings.
Motion carried.
Under new business, Szvon Conway presented the Police Department budget for 2026. This
proposed budget calls for total revenues of $26,000.00 and total expenses of $763,462.25, plus an outlay
request of $30,000.00. An error was discovered in the 2026 telephone expenses, bringing the total expenses
down to $727,462.25. Total expenses are $48,930.25 higher than in 2025. Chief Conway stated the increase
in expenses is due to higher insurance premiums and the approved wage increase. After review and
consideration, motion by Black, seconded by Boll, to accept the 2026 Police Department budget with the
proposed correction. Motion carried.
Motion by Boll, seconded by Pickett, to go into closed session in accordance with Section 19.85 (1)
(c) Wis. Stats. To consider a contract renewal proposal from the Darlington Professional Police Association.
Roll call vote: all ayes. Motion carried. Conway then left the meeting.
Motion by Black, seconded by Pickett, to reconvene to regular session in accordance with Section
19.85 (2) Wis. Stats. to recommend approval of the renewal contract proposal from the Darlington
Professional Police Association to the Council and adjourn the meeting. Roll call vote: all ayes. Motion
carried.
After review and consideration, motion by Black, seconded by Pickett, to approve the proposed
Agreement between the City of Darlington and the Darlington Professional Police Association for contract
years 2026-2027 as presented and recommend approval of the same to Council. Motion carried.
There being no further business for this meeting, motion by Pickett, seconded by Boll, to adjourn
the meeting at 6:00 PM. Motion carried.

DARLINGTON MUNICIPAL BUILDING, DARLINGTON, WISCONSIN
1. Call to order by presiding officer.
2. Roll call.
3. Motion that the meeting notice and agenda were properly posted.
4. Approve the minutes for the previous meeting, rectifying mistakes if any exist. (Copy
enclosed)
5. Reports, comments, suggestions, and recommendations of citizens present.
6. Unfinished or deferred business from previous committee meetings.
7. New business. Including but not limited to the introduction of Ordinances and
Resolutions.
(a) Presentation and action concerning the proposed 2026 Police Department budget.
The Committee will go into closed session in accordance with Section 19.85 (1) (c) Wis. Stats. to
consider a contract renewal proposal from the Darlington Professional Police Association.
The Committee will reconvene to regular session in accordance with Section 19.85 (2) Wis. Stats.,
to recommend approval of the renewal contract proposal from the Darlington Professional Police
Association to the Council and adjourn the meeting.
8. Adjourn the meeting.
