Request approval of the Task Authorization with WSP for the design of Water Treatment Plant SCADA / Security improvements and SCADA graphics upgrades, in accordance with their Agreement with the City of Deltona and RFQ# PW 2020-10 for Continuing On-Call Engineering Water & Wastewater Utility Plant Engineering Services, in the amount of $117,606.00. - Steven Danskine, Public Works/Deltona Water (386) 878-8998. Strategic Goal: Infrastructure Background: This project is to design the upgrade of the current Supervisory and Data Acquisition (SCADA) System to obtain more timely notification of plant alarm conditions, process information and control capability of the Water Treatment Plants and the (2) Water Reclamation Facilities. The SCADA system is in need of an upgrade to include hardware, City of Deltona Page 2 Printed on 2/3/2022 City Commission Regular Commission Meeting February 7, 2022 systems installation services and specific ancillary services in connection with the instrumentation, control and information systems that will improve the SCADA system performance and streamline the configurations to allow for better management and maintenance of the Water Treatment Plants. The current SCADA software that we are using will no longer be supported in the future and is in need of an upgrade. The Consultant will provide the following services for this project: 1. Design engineering services that includes the upgrades of Water Treatment Plant SCADA screens, development of recommendations with screenshots of new SCADA graphics, and review reconfiguration of networking components to fully utilize Tempered Network device capabilities and IT interface with VPN. 2. Project management and coordination for the implementation of the project and provide progress reports and facilitate a kickoff meeting for the project. 3. Engineering services during construction to include kickoff meeting, bid support, submittal review along with RFI’s, payment request approvals, software development to include field testing and witness performance testing of system. OPTIONS: 1. Approve - Proceed with the project and make necessary improvements to the SCADA network. 2. Deny - Project will not be completed and we may experience system failures that could cause the city to be out of compliance with our operating permit for the Water Treatment Plants. Request approval to award ITB# 22008 to Crossroads Site Development, LLC whose primary office is in Ormond Beach, Florida in the amount of $344,795.00 for the construction of the Beechdale Park Parking & Boardwalk Improvements (aka Blue Heron Park Phase II). - Steven Danskine, PE, Acting Director of Public Works (386) 878-8998. Strategic Goal: Infrastructure Background: On Thursday, October 28, 2021 the City opened bids on the Beechdale Park Parking & Boardwalk Improvements Phase II project. Crossroads Site Development, LLC was the only responsive, responsible bidder. The project includes construction of a parking lot and site driveway, stormwater management system, two (2) boardwalks along with site work and other appurtenances. Project also includes, mobilization, City of Deltona Page 3 Printed on 2/3/2022 City Commission Regular Commission Meeting February 7, 2022 temporary traffic control (TTC) (previously “maintenance of traffic”-MOT), and erosion control are also included as part of this project. This is a joint project with Volusia County ECHO with a budget of $440,000 with a 1:1 match as identified in Resolution 2019-64 attached. Approval of this item authorizes the necessary budget transfers to facilitate Commission approval and further authorizes the City Manager to sign any documents necessary to further Commission approval of this item. OPTIONS: 1. Approve: Proceed with construction of Beechdale Park Parking & Boardwalk Phase II or 2. Deny: Abandon the project, and cancel the ECHO Grant between the City & Volusia County. Request approval to piggyback on the Ferguson Waterworks Master Agreement with Volusia County Number 8153945B-1. Bid Number 17-B-109VB, for the purchase of Brass Backflow Preventers, associated pipe, fittings and meter boxes for a total cost of $250,000.00 - Steven Danskine, Public Works/Deltona Water (386) 878-8998. Strategic Goal: Infrastructure Background: Due to staying in compliance with Deltona Water’s Cross Connection Control Program and in accordance with Florida Administrative Code 62-555, we are required to install and properly maintain Reduced Pressure Zone Backflow Preventers at residences that are served with Reclaimed Water along with high risk areas. These Backflow Preventers protect our potable water system from any type of backflow condition that could introduce foreign substances into our water distribution system serving these customers. OPTIONS: 1. Approve - Proceed with the purchase of the Backflow Preventers. 2. Deny - We will need to find another provider of pipes and fittings to keep our Cross Connection Control Program in compliance with Florida Administrative Code 62-555. Strategic Goal: Infrastructure Background: In order to construct a replacement for the aging sanitary sewer lift station No. 7 on W Waycross Circle, it is necessary to purchase one of the adjacent properties. The City engaged the services of Ed Barfield for the purposes of appraising the subject property and presenting the resulting offer to the homeowner in accordance with the City of Deltona Land Acquisition Policy. Following presentation of the offer of $217,230.00, Laura Santora agreed to the terms of the attached Fee Simple Purchase Agreement. OPTIONS: 1. Approve - Proceed with the property purchase and finish lift station replacement design. 2. Deny - Proceed with a similar attempt with the neighboring property owner who may not be amenable, and risk failure of lift station 7. Request approval to piggyback on the City of Boynton Beach - Town Square / City Facilities Maintenance Services with ABM. - John A. Peters, III, PE, Acting City Manager (386) 878-8850 Strategic Goal: Infrastructure Background: During recent inspections of all City parks and facilities, it is quite apparent that these facilities have severe maintenance and ADA compliance concerns. The City of Deltona is now over ten (10) years behind on meeting the 2010 ADA regulations. In addition, the City operated with a significant reduction in Parks and Recreation staff due to the economic downturn during the same ten-year period. The situation has become so severe, that we need assistance in developing a priority list of necessary improvements, plans City of Deltona Page 5 Printed on 2/3/2022 City Commission Regular Commission Meeting February 7, 2022 development and implementation of necessary work. After numerous discussions, we determined that ABM office in Sanford has the resources to assist in these efforts. ABM recently entered into a contract with the City of Boynton Beach to provide services much like what we envision under this contract. Staff anticipates that we will return to the City Commission at a later date with a Budget Amendment that will at a minimum move funds designated for Dwight Hawkins Park ($300,000) to fund this effort. OPTIONS: 1. Approve: Staff has determined that we have severe needs that must be addressed. 2. Deny - At a minimum we may have legal exposure for ADA violations. Strategic Goal: Infrastructure Background: Purchasing received three (3) responses to Bid# 22017 for Dumping / Landfill Services. This bid will provide Citywide dumping and landfill services to multiple divisions to include Parks and Recreation, Stormwater, Water Plant Operations, Wastewater Plant Operations, and Public Works. The City will still haul its own refuse and award will not conflict with the City’s Waste Pro Contract. Staff reviewed bids and is recommending award to the only qualifying bidder, 4 Jays Land Services, Inc. OPTIONS: 1. N/A 2. Attachments: Bid 22017 B. Request approval for entering into an agreement with Duke Energy Florida, LLC for an easement for installation and maintenance of power lines serving 980 Lakeshore Drive - Steven Danskine, Public Works/Deltona Water (386) 878-8998. Strategic Goal: Infrastructure Background: As part of the 4B River Intake project, a power line serving the Deltona Community Center will need to be removed and relocated to a different location on the property. The power line currently being used to serve the buildings at 980 Lakeshore Drive is in conflict with the pump station being installed and needs to be relocated from its current location. In order to relocate this power line an easement is required for the new power lines to be installed. The project can’t proceed without this relocation and will be delayed. OPTIONS: 1. Approve - Proceed with Easement Agreement and relocate electrical service to Community Center. 2. Deny - We will not be able to proceed with the 4B Intake Structure Project. Strategic Goal: Effective Governance and Productive Government Background: Purchasing received eight bids for a Temporary Administrative Assistant to be used as needed throughout the City. The bid tabulation is attached for your review. These temporary services will be used by departments when they are low on staff and/or until a permanent employee is hired, as the budget permits. Staff recommends making a multiple award to Spherion, Athena and Laine Federal Solutions at the hourly rates submitted. Multiple awards would provide the flexibility to reach out to another agency if the agency initially contacted does not have staff to provide. OPTIONS: 1. Approve the request for temporary services to be provided by Spherion, Athena, and Laine Federal Solutions. A. Advantages 1.
