The meeting was called to order at 6:30 p.m. by Mayor Herzberg.

A. Request for approval to procure replacement Storage Appliance and
Servers from Dell Technologies as budgeted in the current fiscal year

Strategic Goal: Infrastructure
Motion by Commissioner Bradford, seconded by Commissioner
McCool, to approve the procurement of the storage appliance solution
and servers. The Acting City Manager has the authority to make
corrections of scrivener's errors and the like. The motion carried by the
following vote:

B. Request approval to award Bid# PW 22020, As Needed Instrumentation
Service and Repairs to Paralee Company INC to provide professional
instrumentation and calibration services for Water Plants, Wastewater
Plants, Lift Stations and Reuse Facilities throughout the City of Deltona for
an estimated $188,200.00 each fiscal year. - Steven Danskine, Public

Strategic Goal: Infrastructure
Motion by Commissioner Bradford, seconded by Commissioner Ramos,
to approve the award of Bid# PW 22020 to Paralee Company INC to
provide professional instrumentation and calibration services for Water
Plants, Wastewater Plants, Lift Stations and Reuse Facilities throughout
the City of Deltona in the amount of $188,200.00 and as approved by the
City Commission up to the approved budget amounts for each fiscal
year. Award shall be for an initial period of three (3) years with the

option to renew for two (2) additional one (1) year terms upon mutual
agreement of both parties. Upon approval of this item, the Acting City
Manager is authorized to make corrections to scrivener's errors. The
motion carried by the following vote:

C. Public Hearing - Resolution No. 2022-03, Legislation in progress with regard
to rezoning and Future Land Use Map amendments that result in an
increase of residential density entitlements - Ron A. Paradise, Community

Strategic Goal: Identify distinctive villages.
Motion by Commissioner McCool, seconded by Commissioner Sosa, to
table the item Resolution No. 2022-03 to time certain date of March 21,
2022, Legislation in Progress regarding requests to increase residential
density beyond existing land use and zoning entitlements. The Acting
City Manager has the authority to make corrections of scrivener's errors
and the like. The motion carried by the following vote:

programs, and giving back.

Lisa Childs Miller, 2989 Burlington Avenue, spoke about the Parma Project, traffic, Volusia
County, sidewalks, water and flooding, fires, and campaign contributions.

limits and Sheriff Chitwood.
Brian Tellado, 879 Abby Terrace, spoke about Taino Boxing, and his profession.
Derrick Hunter, 2877 Monarch Avenue, spoke about Taino Boxing, community, his
accident, and the youth.
Kristina Fretwell, 887 Abby Terrace, spoke about Taino Boxing, and programs.
Tara D'Errico, Deltona, spoke about running for office, Taino Boxing, activities, teens, life
and coping skills, resources and costs, parks, and solutions.
Manny Rodriguez, 1376 Azora Drive, spoke about Taino Boxing.
Sherrise Boyd, 240 S. Ridgewood Drive, spoke about running for office, contributions,
fundraisers, transparency, her background, Taino Boxing, issues, grants, and resources.
Justin Cambrelen, 2900 Allston Street, spoke about Taino Boxing and his family.
Elbert Bryan, Deltona, spoke about bikers, emails, and candidates.
10. COMMENTS ON CONSENT ITEMS: Citizen comments are limited to issues and

11. CONSENT AGENDA: The Consent Agenda contains items that have been
determined to be routine and non-controversial. If discussion is desired by any
member of the City Commission, that item must be removed from the Consent
Agenda and considered separately. All other matters included under the Consent
Agenda will be approved by one motion. Citizens with concerns should address
those concerns by filling out a public participation slip and giving it to the Deputy
City Clerk prior to Consent Agenda items being pulled.
12. CITY COMMISSION SPECIAL REPORTS AND REQUESTS:
Commissioner Bradford asked if the City can do an after school program and work with
Taino Boxing.
The Acting City Manager spoke about the building, special recreation meeting, facilities,
facility use agreements, 2015 resolution, private businesses, parks, recreation program,
and Taino Boxing.

Commissioner Sosa requested to know why the Senior Advisory Sub-Committee was
dismantled and the Acting City Manager replied he will give a report on that.
Commissioner McCool requested a special meeting.
Vice Mayor Avila-Vazquez requested that the old EVAC (Emergency Vehicle Assistance
and Communication) building be included on the special meeting.
Mayor Herzberg proposed that after speaking to Ms. Northey that the City return the grant
money received for Big Lake Rookery Echo Tourism at $550,000 and Blue Herring Echo
Tourism Phase 2 at $440,000 and see that funding go toward fixing up what the City
already has. She asked that this be placed as an agenda item, have a discussion with the
ECHO board regarding returning the funds, and that the City would be liable for what the
City has already spent.
The Acting City Manager stated the City has awarded a contract to a contractor who has
not started the work so with a consensus of the Commission tonight he will put that on hold
and bring an item back to the Commission on March 21st for the Commission to take
formal action. For tonight he needs consensus of the Commission to tell the contractor to
stop working.
Mayor Herzberg suggested looking at long term ECHO funding for a continuation of a
project to rebuild those things at Lakeshore Drive.
Motion by Vice Mayor Avila-Vazquez, to put an agenda item on the next
City Commission agenda to discuss whether or not the Commission
wants to return the ECHO funding for the two outstanding parks the City
has, Rookery and Big Lake.
Amended motion by Vice Mayor Avila-Vazquez, seconded by
Commissioner Ramos, that the Commission authorizes the City
Manager to stop work on a contract previously approved on an ECHO
project and to come back to the Commission on March 21st with an
agenda item to return the grant money for the two projects that are
currently behind schedule.
The Commission and Acting City Manager discussed the motion, ABM contract, agenda
item, liability, cost, completion date, and possibly finishing the project.
The amended motion carries as follows:

The Acting City Manager stated the Special Commission Meeting will be held on March
22nd at 6:30 p.m. and he will have staff send out an invite.
15. CITY COMMISSION COMMENTS:
Commissioner Sosa spoke about residents attendance.
Commissioner Bradford spoke about Howland Blvd traffic, fines, and signs.
The Acting City Manager spoke about a speed study, working with Volusia County and
VSO (Volusia Sheriff's Office), patterns, enforcement and signs.
Commissioner Ramos spoke about Taino Boxing supporters.
Commissioner McCool spoke about Taino Boxing supporters, Wags 'N' Whiskers, egg
throwing, car show, and "gay" support.
Commissioner King spoke about resident attendance, motorcycles, speeding, Veterans,
and Heroes Honor Festival.
Vice Mayor Avila-Vazquez spoke about teachers, Taino Boxing and USA State Boxing,
and sponsorship.
Mayor Herzberg spoke about traffic, beautification, tree fund, parks, and liability.

A. Request for approval to procure replacement Storage Appliance and Servers
from Dell Technologies as budgeted in the current fiscal year through vTech io.

Strategic Goal: Infrastructure
Background: The IT department budgeted for a replacement of a storage appliance
solution that houses a large portion of the City data and processes.
The storage appliance solution includes a storage appliance and (2)
switches for redundancy. In addition, we are replacing (4) servers that
utilize the storage appliance solution for processing. The equipment
will be end of life and support, reliability, and performance is greatly
affected. This will also add storage to our environment to meet the

needs of the City. This equipment has been under support and running
for almost 7 years and ITSD has planned in our budget for replacement
this fiscal year. Dell Technologies is our standardized vendor for
servers and storage. Pricing was provided as per State of Florida
contract State of Florida DMS WSCA Participating Addendum
Contract
(#43211500-WSCA-15-ACS). This is a planned procurement in the
fiscal year 2022 and sufficient funds exist in our capital line items for
this procurement
OPTIONS:
1. Approve - Proceed with the procurement
2. Deny - Don’t procure the equipment and continue with aging
equipment. Service levels may be affected and downtime is a high
possibility with hardware failure. We will also be limited in storage
growth.

B. Request approval to award Bid# PW 22020, As Needed Instrumentation
Service and Repairs to Paralee Company INC to provide professional

Strategic Goal: Infrastructure
Background: Purchasing received Two (2) responses to ITB# PW 22020 to provide
professional instrumentation and calibration services for equipment at
Water Plants, Wastewater Plants, Lift Stations and Reuse Facilities
Staff reviewed the bids received and is recommending award to the
low bidder, Paralee Company INC.
The City of Deltona solicited bids from experienced and qualified
contractors to provide as needed professional instrumentation services

to calibrate, repair and perform scheduled maintenance on
instrumentation equipment. This equipment includes large water
meters, controllers for chlorine and ammonia feed systems at Water
Plants, chemical feed systems at the Wastewater Plants. These
facilities are required to have all meters and instrumentation equipment
calibrated annually and or serviced. The vendor is responsible for all
parts and labor associated with scheduled and emergency
maintenance along with repairs to the existing SCADA system. This will
include 53 Lift Stations, 13 Water Plants, 2 Wastewater Plants and our
Reclaimed Water Facilities.
Approval of this item authorizes the necessary budget transfers to
facilitate Commission approval and further authorizes the City Manager
to sign any documents necessary to further Commission approval of
this item.
OPTIONS:
1. Approve - Contract with Paralee Co. for these necessary services.
2. Deny - Contract with the higher bidder for these necessary services.

C. Public Hearing - Resolution No. 2022-03, Legislation in progress with regard to
rezoning and Future Land Use Map amendments that result in an increase of
residential density entitlements - Ron A. Paradise, Community Services Director

Strategic Goal: Identify distinctive villages.
Background: At the February 21, 2022 hearing the City Commission, by consensus,
gave authorization to the Acting City Manager to explore a moratorium
on formal land use applications that involve requests for increases in
residential density from existing land use and zoning entitlements.
The first step in the process, including the initiation of a moratorium,
would be the approval of a legislation in progress resolution. The
attached legislation in progress resolution defines applicability, the
purpose and intent, establishes a timeframe of 120 days to establish a
moratorium, and outlines potential administrative exceptions.
With regard to the purpose and intent of the proposed legislation in
progress, the main objective is to allow for public scoping to determine

how future requests for increases in residential density are managed by
the City. Eventually, the scoping activities and topics discussed will be
the foundation for changes/updates to the City Comprehensive Plan
and Land Development Codes. Public scoping topics are as follows:
1) Promotion of more sustainable development patterns;
2) Provision of more functional residential development forms;
3) Encourage greater land use compatibility;
4) Enhance environmental safeguards;
5) Improve general knowledge of the application of residential
densities; and
6) Address general growth management laws and policies.
The proposed legislation in progress also includes potential
administrative exceptions to the initiative. The exceptions are narrow
and allow for the City to contemplate a land use/zoning entitlement
change if the property is not associated with environmental constraints
like wetlands and/or floodplains, the property is a bona fide mixed-use
development or is a development that contains a significant portion of
affordable housing.
Finally, there are several residential rezoning requests that will not be
halted or delayed as a result of the legislation in progress and
subsequent moratorium. In addition, there could be other project
applications submitted in a sufficient manner that also come forward
before the July 1, 2022 effective date.
The Acting City Manager has the authority to make corrections of
scrivener’s errors and the like.
OPTIONS:
1. Approve the legislation in progress
Advantages:
a. The City will have time to engage in public scoping in a more
meaningful manner without having to decide rezoning and/or
land use amendment applications;
Disadvantages:
a. Certain projects that may have some public benefits may be
delayed;
b. There may be reputational ramifications; and
c. The City may be confronted with various applications for
increases in residential land use entitlements prematurely.
2. Do not approve the legislation in progress
Advantages:

a. If the legislation in progress is not approved, the City still
plans on engaging in a robust public scoping process;
b. The City will not run the risk of reputational ramifications; and
c. There would be a less chance of premature rezoning and/or
land use map applications.
Disadvantages:
a. Applications for development would continue without the
benefit of extensive public scoping.
