CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Herzberg Vice Mayor Avila-Vazquez Commissioner Bradford Commissioner King Commissioner McCool Commissioner Ramos Commissioner Sosa 3. PLEDGE TO THE FLAG: Commissioner King led everyone in the pledge to the flag. 4. BUSINESS: A. Transport Update The Deputy City Manager gave two presentations, one on the City of Deltona Medical Transports and the other on Medical Transports FY2019-2021. The Commission, Acting City Manager, Deputy City Manager, and staff discussed personnel, equipment, subsidizing, the county,compensation, levels of service, data, uncollectibles, write-offs, management, third party billing, Medical Examiner, training center, legislative and grant funding, cost, hours, tracking, reports, Medicare and Medicaid, auditing, emergency and non-emergency, West Volusia Hospital Authority, 911 and the dispatch center. B. Traffic 101 The Acting City Manager gave a presentation on Traffic 101 which included, Traditional Functional Road Classifications, Mobility, Traditional vs. Deltona, Impact of Dysfunctional Roadways, and What can be done going forward? City of Deltona Page 1 Printed on 3/2/2022 City Commission Workshop Minutes February 28, 2022 The Commission, Acting city Manager and Planning & Development (P&D) Service Director Ron Paradise discussed speeding, speed study, traffic calming, paved shoulders, techniques, connectivity, ATVs, City analysis, ADA compliance and a future workshop. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. Elbert Bryan, Deltona, spoke about the budget book, public safety, response time, efficiency, and true Deltona services. 6. CITY MANAGER COMMENTS: None. 7.
