Discussion: Ordinance No. 04-2017, Itinerant Merchants - Chris Bowley, AICP, Planning Director, and Dale Baker, Building and Enforcement Services Director, (386) 878-8602. Strategic Goal: Economic Development - determine the business niche for the City to target/pursue. Background: The City of Deltona (City), as a large residentially-oriented community, has a range of business types. Traditionally, commercial businesses City of Deltona Page 1 Printed on 10/5/2017 City Commission Workshop Agenda October 9, 2017 pursue a commercially zoned building with permitted uses that accommodates their business. There are also home occupations permitted within the City’s Code of Ordinances, that are designed to maintained the residential character of the neighborhood through limitation of signage, parking, stock-in-trade, etc. This home-based effort is intended to be more home office-oriented. There are also mobile business operations that through the advent of vehicle types has resulted in more traditional building-oriented businesses either also having a mobile operation or converting entirely as mobile operations. For example, some food truck vendors have restaurants and cater or provide street vending. Both the home -based and mobile-based business operations typically do not incur rental overhead that is associated with a building-oriented business. The City initially discussed the item for mobile vendors at a Church, a service station, and a plaza that were not designed for that use. The City’s Ordinance Review Committee also reviewed the attached draft ordinance (see attached comments) and discussed the various mobile business types that includes roving sales (i.e. ice cream trucks). Since the initial discussion of this item, more mobile vendor types (i.e. mobile veterinary clinics) have also been discussed.
