Discussion: City of Deltona Comprehensive Plan Evaluation & Appraisal Report (EAR) Based Amendments - Chris Bowley, AICP, Director, Planning and Development Services, (386) 878-8602. Strategic Goal: Economic Development - Obtain master planning services. Background: The State of Florida’s Community Planning Act is listed in Chapter 163, Florida Statutes. In general, the City is required to maintain a long-range planning horizon document for growth management and have a zoning ordinance and land development regulations that are consistent with that document. The City’s Comprehensive Plan is that long-range (20-year planning horizon) document that is designed to be the basis for the City’s concurrency management system (CMS). Every seven (7) years, the City is required by the Florida Department of Economic Opportunity (DEO) to conduct a self-evaluation of its Comprehensive Plan’s goals, objectives, and policies (GOPs) to ensure that they are relevant, current, and implementable. Step one is the determination to the DEO that amendments to the Comprehensive Plan are needed with public input. The City sent correspondence to the DEO by the October 1, 2017 deadline with the intent to amend its Comprehensive Plan. Step 2 is the proposed amendments using the EAR-based amendment process, to be adopted within one-year of City of Deltona Page 1 Printed on 1/18/2018 City Commission Workshop Agenda January 22, 2018 notification of the intent to amend. Due to notification timing, the deadline for the City to transmit the attached amendments to the DEO is August 28, 2018. Staff is presenting the proposed EAR-based amendments to the City Commission with the intent to add their recommendations and comments to the document prior to the final draft being transmitted to the DEO and the Volusia Growth Management Commission (VGMC). B. Discussion re: Short term/vacation rentals - City Attorney James Fowler, Legal Department (386) 878-8873. Background: This item is to discuss short term/vacation rentals which was brought up as a topic for discussion by Commissioner Alcantara. Attached is a memo on vacation rentals and as mentioned at a previous Commission meeting the field is largely preempted to the State.
