A. Parks and Recreation Programming Direction, Ryan Reckley, Director, Parks
and Recreation, (386) 878-8902
Background: The Parks and Recreation department would like to discuss
recreational programming for all age groups of the City of Deltona. The
Department would also like to discuss the facility reservation process,
and the effects from non-city sponsored business reservations, on
programing.
The Parks and Recreation Department would like to discuss the
potential use of the Deltona Community Center at Lakeshore, to open
and operate the facility as a teen or youth center during the weekdays,
late afternoon, and early evenings. The Department would also like to
discuss the potential for utilizing the Deltona Community Center for
weekend rentals.

B. A Discussion of Available Options for the Implementation of a City Franchise
Fee covering all types of solid waste and recyclable services within the City.
Background: Documents provided pursuant to this discussion include; Original
Memorandum, January 7, 2019 with the list of governmental entities in
Volusia County and franchise fee percentages; A Memorandum to

summarize the issues that need to be discussed by the City
Commission; A Draft Ordinance that if appropriate would be scheduled
for Public Hearing and subsequently upon adoption added to Chapter
50 - Solid Waste, in the City Code.
