1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Avila.
2. ROLL CALL – CITY CLERK:
Present: 5 - Mayor Avila
Vice Mayor JodyLee

Absent: 1 - Commissioner Colwell

4. BUSINESS:
A. Discussion regarding the status of the City’s charging stations.
Parks and Recreation Director Mark Manning gave a brief overview of the item.
The Commission, Interim City Manager, and staff discussed charging stations, issues
and complaints, cost, charging for free, subsidies, signage by Duke, infrastructure costs
and changes, updates, bringing contracts before the Commission, rapid charger
restrictions, responsibility for chargers, and usage.
After discussion, the Commission concurred to let the Interim City Manager
handle the issue of the charging stations, to include making sure there is no cost
to the City and that the City's liability is addressed and covered.
The Interim City Manager agreed that the contracts will be in order and any liability will
be covered.
B. Discussion, review and approval of the Deltona City Manager
Recruitment Brochure.
Colin Baenziger of Colin Baenziger & Associates gave a brief overview of the City
Manager advertisement brochure.

The Commission and Mr. Baenziger discussed the City Manager Selection Committee
(CMSC) meeting, the quality of the brochure, mistakes being corrected, compensation
language, negotiations, the print schedule, posting the brochure online, setting
expectations, kneecapping the selection, unnecessary changes, salary range, the
search timeline, and keeping the City Manager search moving.
Mayor Avila opened the public comments and Matthew Shaw addressed the City
Commission.
The Interim City Manager suggested that any changes be emailed to the consultant and
asked how soon the brochure can be released. Mr. Baenziger replied the brochure can
be out by Friday at the latest with any changes being added by Wednesday.
After discussion, the Commission concurred to accept and publish the brochure
with changes to the compensation language suggest by Mr. Baenziger.
5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to
items on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Commission members,
City staff or members of the public are not allowed, and will be ruled out of order
by the Mayor.

Background: This item is to discuss, review and approve the Deltona City Manager
Recruitment Brochure to be presented to the City Commission.

CityManager@deltonafl.gov or to Deltona City Hall, 2345 Providence Blvd.,
Deltona, FL 32725 at least 48 hours prior to the meeting at which the person
wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
