CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Avila. Mayor Avila called for a brief recess and the meeting reconvened at 5:38 p.m. 2. ROLL CALL – CITY CLERK: Present: 6 - Mayor Avila Vice Mayor JodyLee Commissioner Avila-Vazquez Commissioner Colwell Commissioner Heriot Commissioner McCool Absent: 1 - Commissioner Shimkus 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Discussion on the update for the Comprehensive Plan and Land Development Code. Jason Green from Axis Infrastructure Team gave a presentation to include Project Team, Deltona Growth Management, Comparative Analysis, Strengths, Challenges, Missed Opportunities, Vehicle Dependency, Quality Commercial, Suggestions, Visioning Process, Timeline, and Compile Analysis and Input. The Commission and Mr. Green discussed SWOT (Strenghts, Weaknesses, Opportunities, and Threats) analysis, City's LOS (Level of Service), standards, traffic issues, policing, response times, the Comp Plan, having a healthy mix, falling behind, per capita demand, residential saturation, looking at net vs. growth, developing the right properties, flood proofing, the flood plain, the impact of development, independent processes, bus lanes, walkability, density, transferring rights, creating commercial opportunities, concentrating commercial areas, subdivisions, urban/suburban sprawl, quantifying things, zoning changes, compact development, annexation & de-annexation, County/City disagreements, building relationships, preserving history, scrutinizing new developments, accountability, taking advantage, County roads, updating sewers and gas lines, asking for help, Deltona City of Deltona Page 1 Printed on 4/9/2024 City Commission Workshop Minutes April 8, 2024 Boulevard, prioritizing goals, flooding and storm water, adding amenities, encouraging growth, mixed use, moratoriums, watershed studies, City's tax base, overtaxing, and being responsible. Commissioner Shimkus joined the meeting via Teams at 6:20 p.m. The Commission and Mr. Green discussed being stuck, burnout, having a roadmap to goals, maps, public input, including Master Plans, failing infrastructure, FDOT and the State, conservation, timeline for development, Tetra Tech, the Lakeshore boat ramp, insurance, attainable goals, taxes, redevelopment, buffers, appropriate density, high density housing, enforcing standards, consistency, impervious surfaces, landscaping, and being succinct and concise. Mayor Avila opened public comments and Lori Warnike, Kathy Bryan, Terry Konash Luise, Larry French, Jim Pescha, Robin French, Tina Swift, Tim Blodgett, and Elbert Bryan addressed the Commission. The Commission discussed natural vegetation, the tree fund, re-implementing the goal whiteboard, conspiracy theories, business types, and developers rushing to get in under the wire. 5. PUBLIC COMMENTS: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Commission members, City staff or members of the public are not allowed, and will be ruled out of order by the Mayor. 6. CITY MANAGER COMMENTS: 7. ADJOURNMENT: NOTE: If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
