1. CALL TO ORDER:
The meeting was called to order at 9:02 am.
2. ROLL CALL:
John Shultheis, Dewberry; Glenn Canfield, GC Contractor Services; Ed Hamby, GC
Contractor Services; Jerry Mayes, City Manager's Office; Jane Shang, City Manager
and Kathrine Kyp, Planning and Development Services.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of April 20, 2017.
Motion by Member McGrath, seconded by Member Roland, to accept the
Minutes of April 20, 2017. The motion carried by the following vote:
For: 5 - Member Grosvenor, Member Roland, Member McGrath,
Member Ruiz and Member Wallace

A. Iglesia Misionera Eslabon de Dios - Request for Development Order
Extension.

Mr. Shultheis spoke on behalf of the item and explained that the request is to extend the
site plan development order approval for 12 months for Iglesia Misionera Eslabon de
Dios. He noted the environmental permits and Volusia County permits will need to be
renewed. Ms. Wallace noted that there is no Site Engineering Permit issued for this site
as there are several outstanding issues remaining. Discussion ensued amongst Mr.
Canfield, Mr. Hamby and Staff regarding the remaining issues such as electricity and
parking lot surfaces. Member Wallace noted that the City will entertain changes to the
parking lot as long as the Engineer of Record submits the request to the City. Member
Ruiz noted that the Conditional Use approval is still active and that the Development
Order remains active as long as construction is ongoing. Member Roland noted that City
and County impact fees are due at the time of permit issuance. Member Ruiz noted that
he will have Dinelia Santana from Planning and Development Services contact Mr.
Canfield with the City's impact fees. Member Grovesnor stated that another hydrant flow
test at the site and discussed the building's sprinkler system. She noted that they cannot
use the other area of the building unless they expand the sprinkler system. Discussion
ensued regarding the applicant's architect to revisit and revise the plans if necessary to
address the sprinkler system. Member Wallace advised that landscaping material is
becoming difficult to locate and suggested that they attempt to secure the materials prior
to install.
Motion by Member McGrath, seconded by Member Wallace, to approve
Iglesia Misionera Eslabon de Dios - Request for a 12 month Development
Order Extension to expire on April 2, 2018. The motion carried by the
following vote:
For: 5 - Member Grosvenor, Member Roland, Member McGrath,
Member Ruiz and Member Wallace
