This is a fluid situation and as procedures change, we will be sure to update you. 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Kat Kyp, Planning and Development Services; Dinelia Santana, Planning and Development Services; Zhaokai Lui, Planning and Development Services; Nashla Merced, Planning and Development Services; Tobborah Cottingham, Public Works; Leonardo Quiterio, D32; Peter Pensa, AVID Group; and Sue Sucevic. Minutes of October 1, 2020 Motion by Jerry Mayes, seconded by Ron Paradise, to approve Minutes of October 1, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. DRC determination on the applicant's proposed remedy to address the issue related to onsite wastewater disposal systems (septic tank) Mr. Paradise stated there was an email transmission from the engineering firm for a request to table this item and explained the developer is no longer interested in pursuing this development. Motion by Ron Paradise, seconded by Steve Roland, for the Development Review Committee not to consider this item until there is City of Deltona Page 2 Printed on 10/30/2020 Development Review Committee Minutes October 15, 2020 a new or resubmitted plat or site plan for the subject project. The motion carried unanimously. B. Eloah Estates Final Site Plan (SP20-0009) - Pre-application Meeting Mr. Quiterio started the discussion regarding the entrance road being donated as a right of way to the City. Mr. Paradise explained the applicant applied for a Final Site Plan with multiple phases consisting of over 500 units. Discussion occurred regarding the multiple phases, subdividing and platting, utilities, and public hearings. Mr. Quiterio asked about fire requirements regarding sprinklers, hydrants, and fire lanes for the proposed quads. He explained there is a Traffic Impact Analysis (TIA) currently being done and asked about obtaining signal warrants. The Committee explained the signal warrant will be reviewed during the site plan review process through the County, and would appear as a condition within the Development Order. They explained the different phases would be required to be connected to allow vehicular and pedestrian access between phases. Discussion occurred regarding application types and how to apply with multiple phases. Mr. Quitero proposed having gates at the proposed entrances, and the Committee explained it would need to be looked at because it may cause stacking onto Howland Blvd. Discussion occurred regarding landscape obligations, Autumn Drive, scrub jay survey, gopher tortoise survey, and a tree survey. The Committee spoke about part of the property being in a flood zone A, easements, and access roads. C. O' Reilly Auto Parts - Pre-application Meeting - 1212 Providence Blvd. Mr. Pensa explained this property is currently a bank and their intent is to demolish it and build an O'Reillys. Discussion occurred regarding access, parking, permitting fees, landscaping, and stormwater. The Committee explained Providence Blvd. is a County Road and this development may require a turn lane. Discussion continued regarding right of way reservations, lift stations, hydrants, and parking. The Committee explained the Site Plan review process and requirements. 8. STAFF COMMENTS: 9.
