A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of October 15, 2020
Motion by Steve Roland, seconded by Jerry Mayes, to accept Minutes
of October 15, 2020. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

A. 2011 Montero Circle - Legitimize the lot
Mr. Paradise explained to the Committee this item was presented at the October 1, 2020,
Development Review Committee meeting. The applicant previously wanted to subdivide a
12 foot strip along the east side to provide access to a property to the north. Mr. Paradise
explained there is floodplain acreage, which is why it is back at DRC.
Motion by Ron Paradise, seconded by Steve Roland, to approve an
exempt subdivision for recognizing the east 87 feet of lot eight (8), unit
49, block 1377, and move forward and DRC to go ahead and direct the
Planning and Development Services Director to sign off on that
subdivision to legitimize and recognize the east 87 feet of lot eight (8).
The motion carried unanimously.
7. NEW BUSINESS:
A. Deltona Alliance Church Signs - Sign Permit SIGN20-0031- 921 Deltona
Blvd.
Ms. Hogue explained she applied for a sign permit for the Deltona Alliance Church. She
explained the signs are for internal wayfinding and three (3) directional aluminum signs in
the parking lots.
Mr. Paradise explained the Code states the signage on the buildings can only be 35% of
the building's copy area. He explained the monument signs are allowed up to 80 square
feet of copy area.
B. Pentecostal Church - 590 Fort Smith Blvd.
Mr. Stolman explained the previous plans for the Pentecostal Church were approved, but
the church now wants to make some changes to the design. He explained they were
wanting to start clearing and grubbing the site because there was a permit issued in
September of 2019 for construction.
The Committee stated there is to be no clearing or grubbing without a permit. Discussion
began regarding the changes in the new plans, connecting to sewer, and resubmitting a
new Site Plan application. The Committee explained staff would be looking for new parking
and stormwater changes.
C. Rezone R-1 to C-2 - Pre-application Meeting - Parcel No. 813054000070
Ms. Allen spoke regarding a parcel currently zoned R-1 (Residential) and wanting to rezone
it to C-2 (General Commercial) to allow for a nature trail. She spoke regarding the property
being in a flood zone and having wetlands. She explained she would not want to change the
landscape.
The Committee explained the code allows recreational areas in the R-1 zoning as a

conditional use, but it would have restrictions on it. Discussion started regarding legal
access, parking, stormwater retention, and accessibility. The Committee explained the
environmental character can not be changed for this type of use.
Ms. Allen provided details on eco-tours that she would like to have at this property and
different ideas on having a drop off location instead of a parking lot. The Committee
explained staff would not support a change to a commercial category because it is not
compatible with the Comprehensive Plan.
D. Brightside Storage - Pre-application Meeting - Parcel No. 813046000061
Mr. Dowst spoke regarding the property being under five (5) acres and having an irregular
boundary. He spoke regarding the storage facility operating similar to a security compound
with a security access gate.
The Committee asked if he has had elevations taken of the property because there is
currently standing water. The Committee explained there is an eight (8) inch force main
drilled under this site, and drainage discharges into this area. Discussion continued on the
wetlands ordinance, and depending on the design, the applicant might need wetland
mitigation. The Committee discussed a possible turning lane and a tree survey.
Mr. Dowst spoke about possibly having dehumidified buildings.
The Committee recommended looking at Section 110.814h of the City Land Development
Code for use limitations, driveway widths, and landscape regulations. Discussion on how to
combine the lots and vacate easements occurred.
E. Rezone - Pre-application Meeting- Parcel No. 823100000020 and
823100000032
Mr. Bennett explained they are wanting to rezone this property consistent with the
designation low density residential, which is the future land use of the property. He
proposed having 160, 50 foot wide single family lots. He explained the plan is to connect to
the existing Fernanda Place subdivision.
Discussion occurred regarding Osteen Cemetery Road not being a publicly dedicated
road, which meaning ingress and egress is granted by easements. The Committee
explained relocation of the road would be done through the owners of the properties and
there would need to be a written document for this. The Committee recommended
amending the RPUD for Fernanda Place, meaning access and access improvements
would need to be reviewed. Member Roland advised the new Building Code is being
enforced started December 31, 2020, and the revision would have to go by that Code.
The Committee stated a gopher tortoise survey and traffic impact analysis would need to
be conducted. The Committee asked for the current plans to be sent to the City to look at
the access. Discussion occurred regarding the time frame to get the amendment approved.

F. 801 Deltona Blvd. - Pre-application Meeting
Ms. Bridenback spoke regarding the access management and the need for a sewer
connection. The Committee recommended the applicant look at Section 68:115 regarding
sewer connections.
Mr. Green spoke about the utility fund and if there was a reimbursement to connect to the
sewer. The Committee explained this property is within the Blue Springs Basin, and the
Comprehensive Plan requires connection to central sewer for projects that go to the site
plan review process.
Ms. Bridenback explained the access points were decided by Volusia County in a previous
meeting about access. The Committee explained access will be looked at during the Site
Plan process. The Committee suggested looking at a historic tree on the 100 Enterprise
Rd property. They noted it would need City Commission approval if they were to remove it.
