ROLL CALL: Also in attendance: Dinelia Santana, Planning and Development Services; Nashla Merced, Planning and Development Services; Zhaokai Liu, Planning and Development Services; Tobborah Cottingham, Public Works; Angelia Briggs, Community Development; Jose Chaves, StoryBook Holdings; Chad Linn, Linn Engineering; Kris Rowley, Zev Cohen & Associates Inc.; Keith Trace, PIBland; Andy Bassler, Central FL Land Brokers; Charlie Vickers, and Chip Bryan. Present: 6 - Member Steve Danskine Member Leigh Grosvenor Member Jerry Mayes Member Ron Paradise Member Steve Roland Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of November 5, 2020. Motion by Steve Roland, seconded by Jerry Mayes, to accept the Minutes of November 5, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Howland and Graves Freestanding Emergency Room - Pre-application Meeting. Mr. Chaves explained the Development Agreement for this parcel was done in 2016 for a freestanding emergency room and wanted to know the process to amend the Planned Unit Development (PUD). He explained there is interest in putting drive through restaurants, a pharmacy, or other types of businesses. The Committee explained the PUD would require an amendment, and there would be a Traffic Impact Analysis (TIA) required. Discussion occurred regarding access management, FDOT, stormwater, regulations, utilities, and safety. The Committee spoke about Graves Avenue being a County road and their traffic concerns. B. 2001 Felix Lane - Pre-application Meeting - Multifamily. City of Deltona Page 2 Printed on 11/30/2020 Development Review Committee Minutes November 19, 2020 Mr. Linn asked the Committee to verify the setbacks, landscape, and building requirements for a Multiple Family Residential Dwelling District (RM-1) zoning. The Committee explained due to the lot dimensions, they would recommend building a duplex instead. Discussions occurred regarding density requirements, minimum lot sizes, and utilities. The Committee explained due to the lot size being smaller than 20,000 square feet, the applicant would need to obtain a nonconforming lot letter from an abstractor, title company, or an attorney to be able to build on the lot. C. 2232 Florida Drive - Pre-application Meeting - Multifamily. The Committee recommended Mr. Linn look at Section 110-808 of the City's Land Development Code for native vegetation and berms. Discussion occurred regarding setbacks, minimum density, duplexes, and building permits. The Committee spoke regarding sprinklers, driveway signs, fire hydrant requirements, stormwater, parking, and dumpster requirements. D. Lakeside Landings on Lake Sidney - Pre-application Meeting Mr. Rowley explained the changes being proposed for the approved Lake Sidney Landings. He proposed 128 units at 50'x125' lots sizes and explained the originally approved lot sizes were 70'x125'. Discussions occurred regarding the Single Family Classification (R1-A), minimum lot sizes, rezoning to a Residential Planned Unit Development (RPUD), density, and public scoping. Discussion continued on monument signs, overflow parking, amenities, and a required tree survey. Mr. Rowley asked questions on the City's utility cost-share, and the discussion started. E. Halifax Crossings BPUD Amendment - Pre-application Meeting Mr. Rowley proposed to change the Development Agreement to add more land. Discussion occurred regarding combining lots, subdividing, expanding a PUD, utilities, and a new Traffic Impact Analysis (TIA). The Committee explained a new boundary survey would need to be done. Mr. Rowley explained the owner would want to make some minor changes to the PUD. Mr. Trace spoke regarding conversations with the County on the turn lane that would be required, and they are trying to come up with an agreement. He explained there are some issues with other permitting agencies. The Committee explained a new legal description would be required to bring in small tracts of land. Discussion occurred regarding a right turn lane, stormwater, building regulations, and fire safety regulations. The proposed complex would have 15 buildings, 10 feet apart. Discussion occurred regarding fire safety, access points, stormwater ponds, and trip generation.
