Minutes of November 19, 2020 Motion by Ron Paradise, seconded by Steve Roland, to accept the Minutes of November 19, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Site Plan Application - Walmart Gas Station - SP20-0008 Ms. Merced recommended the approval for the 400 square feet fuel station located at 105 Howland Blvd. The Committee suggested to the applicant to set up a meeting with Ms. Cottingham for an engineering permit. Motion by Ron Paradise, seconded by Steve Danskine, to approve the Site Plan application for Walmart Gas Station (SP20-0008). The motion carried unanimously. B. Subdivision Proposal for Captain Drive- Pre-application Meeting Mr. Gawad explained the proposed land is approximately 34 acres of land zoned R-1 (Single Family Classification). He proposed access points on Captain Dr. and Irondale Dr. and having 111 single family homes with 8,000 square foot lots. City of Deltona Page 2 Printed on 12/7/2020 Development Review Committee Minutes December 3, 2020 Discussion occurred regarding the property being in the 100 year floodplain, wetland conditions, soil types, and the physical character of the property. The Committee recommended having a wetland professional look at the property before moving forward. Discussion continued regarding utilities, a lift station, and manholes. The Committee stated the applicant would need a traffic impact analysis, tree survey, and gopher tortoise survey for the application review process. The Committee spoke regarding water lines, environmental impacts, and the application process. Discussion continued regarding fire requirements, water main size, and fire hydrants. C. Lake Monroe Pump Station - Pre-application Meeting Mr. Rasesh gave background regarding the pump station and explained this project is part of the Regional Water Supply Plan. He spoke regarding the project being grant funded and the plan is to handle up to six (6) million gallons per day (MGD). He explained the design is done and is waiting on permits to be able to start the process. Discussion occurred regarding setbacks, noise, excavation, screening, and this area being archeologically sensitive. The Committee explained the existing ECHO sign cannot be removed. Discussion continued regarding tree removal, needing an irrigation plan, and fire requirements. The Committee determined the project may go through an abbreviated DRC Site Plan review process. 8.
