CALL TO ORDER: City of Deltona Page 1 Printed on 2/1/2021 Development Review Committee Minutes January 7, 2021 The meeting was called to order at 9:00 a.m. 2. ROLL CALL: Also present: Dinelia Santana, Planning and Development Services; Zhaokai Liu, Planning and Development Services; Nashla Merced, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Toborrah Cottingham, Public Works; Chris Warshaw, ETM Inc.; David McDaniel, Integra Land Company; Courtney McDaniel, Integra Land Company; Daniel Blanchard, Southern Impressions. Present: 5 - Member Steve Danskine Member Leigh Grosvenor Member Jerry Mayes Member Ron Paradise Member Steve Roland Excused: 1 - Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 17, 2020 Motion by Jerry Mayes, seconded by Leigh Grosvenor, to approve the Minutes of December 17, 2020, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Mr. Paradise opened and closed the public forum as there was no public comment. 6. OLD BUSINESS: None. 7. NEW BUSINESS: B. Intregra Deltona Village- Parcel No. 810706000050 Mr. Paradise explained this is the applicant's time to talk to the City about the proposed project and ask questions and receive answers from the City's technical staff that will be reviewing the project. Mr. Warshaw explained the proposed Integra Landings will be a two (2) phased project. Phase I would be a site plan application for 301 residential units located on approximately 17.75 acres of land. The land is located east of the existing Epic Theater and part of the Deltona Village Business Planned Unit Development (BPUD). Phase II would be for an City of Deltona Page 2 Printed on 2/1/2021 Development Review Committee Minutes January 7, 2021 amendment to the existing BPUD agreement for approximately 299 residential units. He stated the proposed parking would meet all City requirements. The plan is to expand the existing stormwater pond. He spoke about the density of the project, which is below the existing maximum density of 20 units per acre. He spoke regarding access points, planning to extend Rhode Island Road internally to Normandy Blvd. and having the intersection align with Energy Ave. Mr. McDaniel stated Phase I would access through Rhode Island Rd. and Phase II through the Epic Theatre site through a cross access easement. Ms. Grosvenor asked if the phases would be connected, and Mr. Warshaw said yes. Mr. Paradise stated the applicant had a good handle on the zoning nuances associated with the proposed project and recommended the applicant to look at the Landscape Code, Section 110-808. He suggested the applicant speak with Volusia County Traffic Engineering due to the project is being served by County roads. He mentioned potential concerns pertaining to the flow of traffic and impacts on Howland Blvd and intersecting streets. Mr. Paradise and Mr. Warshaw spoke regarding creating new lots and right-of-ways. Ms. Grosvenor reminded the applicant as of January 1, 2021, the City is now using the National Fire Protection Association (NFPA) 1 and 101, 2018 edition, Florida Fire Prevention Code 7th edition. She also advised the applicant to look at the City's Code of Ordinances for pipe sizing, fire hydrants, etc. Mr. Warshaw stated with current plans, they have done the Fire Truck simulation, and there are no problems. He said he will provide the information with the Site Plan application. Mr. Roland reminded the applicant the City is using the new building code, Florida Building Code 2020, 7th edition. Mr. Paradise stated the City would be looking for a bond commitment for ensuring infrastructure and the development of the project will be completed. He explained the bond would be looked at in detail during the Site Plan process. Ms. Santana spoke regarding impact fees and stated she would email the applicant the information related to impact fees. A. Normandy Villas - Pre-application Meeting Mr. Blanchard explained he was looking for guidance from the Committee for the proposed multifamily project. He stated the plat was recorded in 1925. He spoke about building quads and asked questions about drainage, roadway improvements, rezoning, and utility connections. Mr. Paradise stated the proposal consists of an antiquated subdivision and spoke regarding the proposal of vacating the plat's right-of-ways, lots, and rezoning. Mr. Paradise City of Deltona Page 3 Printed on 2/1/2021 Development Review Committee Minutes January 7, 2021 and Mr. Blanchard conversed about subdividing each building, so the property would be built like a traditional subdivision. Mr. Paradise stated the proposal would have to go through the Plat process and a Site Plan process afterward. The Site Plan process will include parking, landscape, stormwater, and other requirements. Mr. Paradise spoke regarding the Plat process, property owner association, and homeowners association (HOA). Ms. Grosvenor reminded the applicant as of January 1, 2021, the City is now operation under The National Fire Protection Association (NFPA) 1 and 101, 2018 edition, Florida Fire Prevention Code 7th edition for access, construction, water supply, etc. Mr. Danskine spoke about Deltona water lines being at the extension of South Ave.; however, this area is currently served by Volusia County. The Committee advised the applicant to look at the Code of Ordinances for applicable requirements. Ms. Santana spoke regarding impact fees, which would be due during the building permit process. She advised the applicant utility impact fees may have to go through Volusia County. She stated she would email the applicant with information regarding impact fees. 8. STAFF COMMENTS: None. 9.
