CALL TO ORDER: The meeting was called to order at 9:00 a.m. 2. ROLL CALL: Also present: Tobborah Cottingham, Public Works; Dinelia Santana, Planning and Development Services; Kathrine Kyp, Planning and Development Services; and Ed Pisani Jr., i4 Web Services. Present: 5 - Member Steve Danskine Member Jerry Mayes Member Ron Paradise Member Steve Roland Chair Phyllis Wallace Absent: 1 - Member Leigh Grosvenor 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of January 7, 2021 Motion by Steve Roland, seconded by Jerry Mayes, to approve the minutes of the Development Review Committee Meeting of January 7, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Chair Phyllis Wallace opened and closed the public forum as there was no public comment. 6. OLD BUSINESS: A. City of Deltona 4B Lake Monroe Intake, Pump Station, and Raw Water Transmission Main Project – Lakeshore Drive and Providence Boulevard. Mr. Paradise explained the 4B Lake Monroe intake, pump station, and raw water transmission main project has been review by the DRC under the abbreviated Site Plan process. He stated there were comments regarding landscaping and access, more specifically access involving large wheel base vehicles for fire protection purposes. Those comments has been addressed. Dr. Danskine stated he spoke with Ms. Grosvenor and she was okay with the current design. City of Deltona Page 2 Printed on 2/12/2021 Development Review Committee Minutes February 4, 2021 Motion by Ron Paradise, seconded by Steve Roland, to approve the abbreviated Site Plan, City of Deltona 4B Lake Monroe Intake, Pump Station, and Raw Water Transmission Main Project - Lakeshore Drive and Providence Blvd, to give the City the ability to apply for a building permit with Planning and Development services signing off on the project for development review. The motion carried unanimously. 7. NEW BUSINESS: A. 610 Deltona Blvd. Rezone from Professional Business Zoning (PB) to Retail Commercial (C-1) - Pre-application Meeting Chair Phyllis Wallace explained this is the applicant's time to talk to the City about the proposed project, to ask questions, and receive answers from the City's technical staff that could be reviewing the project. Mr. Pisani Jr. asked the Committee on how to get a rezone approved. Mr. Paradise explained to the Committee that 610 Deltona Blvd. is currently zoned Professional Business Zoning District (PB), and the applicant wants to rezone the property to Retail Commercial District (C-1). He stated the applicant is seeking to use the facility for a printing business. He explained a print shop would typically fall within the permanent principal uses of the C-1 zoning classification. The applicant was asked to come to the DRC to see what type of challenges or opportunities were present based on the existing layout of the property. Mr. Pisani Jr. explained the print shop has operated there for about eight (8) years, and he wanted to confirm it was within the parameters of the City's Code because it was under a charity before. The charity closed due to the pandemic, but the printing shop operation is still there. He explained he wants to ensure the shop complies with the City code and wants to know how to move forward. The Committee and Mr. Pisani Jr. discussed parking, setbacks, stormwater, the rezoning process, and the City Community Redevelopment Area (CRA). Discussion continued regarding permitted principal uses, the amount of space used for the print shop, conditional uses, and cross access parking. The Committee recommended the applicant speak with neighboring businesses about having cross access parking and having the vaulted stormwater system inspected, cleaned, and maintained following the permit. The Committee asked if they could look at this again while the applicant speaks with the neighbors about parking. Ms. Santana stated she researched impact fees for the property and could not find any from when the building was built in 1999. She explained the impact fees for Deltona would be for the new use and Volusia County impact fees may apply. Mr. Pisani Jr. must contact Volusia City of Deltona Page 3 Printed on 2/12/2021 Development Review Committee Minutes February 4, 2021 County impact fee office for more information on their requirements. She stated she would send all the information needed through email. The Committee asked the applicant if there was a timeline on the project, and the applicant said he would like to get it done soon so there were no surprises for everyone and all fees could be paid. 8.
